- Bachelors degree in Engineering Preferably in Mechanical, Civil or Naval.
- 4 years experience in offshore construction.
- Good communication skills.
- Good report writing skills.
- Good communication and decision-making skills.

- Good understanding of offshore operations.
Role Purpose
- Jobs at this level are responsible for a number of functions on an assigned projects, May work on a number of projects at any one time. Co-ordinate and monitor activities during the project various execution phases
- Responsible for maintenance and upkeep of technical documents and dissemination of information to field personnel.
Accountabilities
Start-up phase
- Assist OCM in preparing list of construction aids (load register) required for the job. Follow-up the fabrication progress with NOD base.
- Review Engineering documents / drawings and analysis from construct-ability point of view.
- Prepare / discuss with OCM to issue Purchase Requisition for offshore project material, e.g. field joint material, grout bags, cement, chemicals, PIGs etc., that are not produced by engineering, and follow-up with procurement on finalizing and placing orders.
- Assist the OCM in preparing the list of project deliverables for the offshore scope
- Assist the OCM to develop offshore execution plans.
All phases
- Coordinate with all departments within the company for all offshore-related scope of the project.
- Assist OCM in preparing requirement and technical evaluation of offshore materials and expedite the delivery, receipt at stores and approval of MRV of these materials.
- Assist OCM in providing input for weekly and monthly report and attend meetings with client.
- Assist OCM in liaising with third party agency on offshore execution related issues.
- Assist OCM in Liaising with marine warranty surveyors on all issues related to marine / construction aspects of the work such as document review, approval, attendance during load-out, towing and offshore installation.
- Attend weekly meetings with OOD / OCM to discuss progress and areas of concern.
- Insure implementation of the project safety plan and the company HSEMS.
- Insure and enhance quality of the work.
- Initiate the variation orders /claims related to offshore work. Compile the technical input (procedures / engineering documents), and assist CM in assigning offshore durations.
- Prepare mobilization plans, and attend mobilization meetings. Coordinate with, OPE, Barge Superintends, and Field Engineers to ensure that mobilization is
- through and complete.
Pre-offshore phase
- Prepare Risk Assessment Register, and attend corresponding meetings. Compile comments during meetings & forward to Client and all concerned parties within the company.
- Prepare job cards for offshore hook-up works.
- Ensure that pre-installation / load-out of required items for offshore execution (like rigging platforms, lifting slings etc.) are carried-out on time.
- Ensure that latest and approved revision of all necessary documentation required for offshore execution is available on-board offshore spread.
Offshore phase
- Assist OCM in constantly updating the project offshore schedule based on progress achieved and availability of resources. Suggest proposals to recover any delays to schedule.
- Assist OCM to coordinate mobilization / demobilization of subcontractor resources, monitor their performance and prepare evaluation report.
- Monitor offshore work progress on daily basis, attend offshore operation daily meeting during offshore execution and coordinate closely with Client / OOM / OPE / Barge Superintendent and Field Engineers at all times during offshore execution.
- Perform HSE audits / Tours on the offshore spreads during their operations on site.
Close out phase
- Assist OCM in preparing the project final documentation dossiers related to the offshore works scope.
- Assist OCM in preparing a project closeout report after completion of project.
