Working relationships

  • Work closely with the Field Engineer, Barge Foreman, Anchor Foremen, all Barge/ Vessel Supervisors, Barge/ Vessel Captains, Chief Engineer, Chief Mechanic , Chief Electrician and the Vessel Subcontractors and Diving Superintendent, Survey Party Chief
  • Interact with the management, client, subcontractors, vendors and project teams as and when required as NPCCs representative on the barge/vessel

Operating Environment

  • The role incumbent will primarily work offshore and may have to work in confined spaces, at heights, in extreme weather conditions

Job Purpose

  • In-charge of general administration and overall supervision of the barge from multiple small to mega sized projects in accordance with client/contractual requirements ensuring safety of personnel and equipment on board the barge and efficiency of the operation

Principal Accountabilities

  • Ensure that all activities implemented on the barge are in accordance with the Barge Management Manual and all the applicable procedures and specifications for the operations
  • Function as NPCCs representative on the barge and communicate with the client representatives offshore and the Field authorities, and NPCC management team at base
  • Ensure that necessary clearance/work permit is obtained before mobilization/demobilization and coordinate with the NPCC base team to ensure preparedness of the barge to commence operations at site
  • Review anchor patterns, field charts, marine specification and ensure that the barge is set up as per approved patterns
  • Monitor the barges field entry, anchor operations, stinger & stern extension installation, crane operation, other marine spread coordination etc.
  • In consultation with the Chief Engineer, oversee the maintenance of all equipment and machinery on the barge and recommend necessary upgrades/modifications to enhance the barges operations
  • Liaise with the Fleet management/asset integrity Engineer for surveys on class and other certifications
  • Attend meetings with the management to discuss general administration of the barge, installation method strategies, acquisition of additional equipment, equipment enhancement, recruitment of additional personnel etc.
  • Identify hazards, assess and record risks in a Risk Management Register, and find ways to mitigate such risks Ensure all operations on the vessel are executed in a safe manner in compliance with the HSE procedures.
  • Compile data for various reports on barge activities and discuss the progress of work/issues with the client counterpart on board the barge
  • Work closely with the Barge Foreman, field engineer and the supervisors to plan and schedule barge construction activities to ensure optimum production
  • Monitor catering services provided to barge personnel
  • Ensure that all barge personnel follow safety measures and adhere to HSE procedures during implementation of installation procedures and conduct meetings on safety, fire drills and abandon ship drills on a regular basis
  • Ensure that Tool box talks and risk assessments are carried out for the operations
  • Supervise warehousing of stores on the barge to ensure safe upkeep and maintenance of equipment and project material and effective use of available space
  • Schedule leave breaks for barge personnel ensuring that all operations are effectively carried out all the time on the barge without impacting the safety or efficiency of the operation
  • Plan and coordinate with the base office on future schedules of the barge for upcoming projects
  • Ensure that all personnel on the barge and at base are well informed about the progress of operations, issues, future work plans and other operation related matters
  • In the event of deteriorating weather conditions, take necessary precautionary measures and prepare to abandon the work to prevent loss of life and equipment
  • Report and Review cases of accidents, incidents and near-misses for further action and perform investigations as required
  • Compliance in accordance with section/Company policies & procedures, Policy of Integrity & Code of Conduct & HSE standards

Educational Qualifications & Certifications Relevant Experience

  • Secondary School Certificate with a discipline-specific Technical qualification, or equivalent
  • Minimum 15 years of relevant experience in Offshore Construction Barges (Jack-Up and Floating Barges), in Oil & Gas Industry

Competencies

  • Knowledgeable and experienced with operations on floating and jack-up barges, common derrick crane system, extensive and direct experience in rigging and lifting operations, anchor winches system, engine room equipment, ballast & bilge system, offshore construction equipment functioning, general lifting arrangement, management of barge for operations in oil and gas construction
  • Good Knowledge of industry standards of offshore oil and gas construction
  • Knowledge and understanding of all standard offshore HSE procedures/ standards and training requirements.
  • Knowledge of basic first aid training, HSEMS, OHSAS 18001 & LOTO procedures, hazardous material awareness, and handling of waste
  • Good written and spoken English communication skills
