Job Purpose

On behalf of our Client in the NGO Sector, we are looking for an Human Resource Officer who will provide strategic and operational support in managing Company's workforce and fostering an enabling organizational culture. The role supports HR planning, staff development, safeguarding, gender mainstreaming, welfare, performance management, and organizational systems that enhance accountability and productivity.

Key Responsibilities

Human Resource Management

Lead end-to-end HR processes including recruitment, selection, onboarding, performance management, and exit procedures.

Maintain up-to-date and accurate HR records in compliance with labor laws, donor regulations, and organizational policies.

Support staff capacity development through training, induction, mentoring, and professional development initiatives.

Advise management on HR policies, workforce planning, retention strategies, and employee relations.

Prepare HR data for internal and donor reports (e.g., staffing statistics, gender balance).

Ensure staff contracts, timesheets, job descriptions, and personnel files are updated and properly maintained.

Manage staff leave records and ensure timely tracking and reporting.

Support coordination of staff travel, meetings, training logistics, and internal staff communication where needed.

Strategic Organizational Support

Support the development, review, and implementation of HR policies, procedures, and organizational frameworks.

Provide guidance on change management, organizational culture strengthening, and internal communication.

Participate in organizational assessments, audits, and planning sessions where HR input is required.

Promote gender-sensitive and inclusive organizational practices.

Safeguarding and Gender Mainstreaming

Coordinate and deliver staff and Board training on safeguarding, gender equality, and inclusion, including prevention of Sexual Exploitation and Abuse).

Monitor compliance with safeguarding policies across programs and operations.

Support the integration of gender-responsive and inclusive HR practices.

Track and report safeguarding and gender indicators and assist with investigations as required.

Staff Welfare and Employee Relations

Promote a positive work environment that supports staff wellbeing and productivity.

Plan and coordinate staff welfare activities, recognition programs, and team-building events.

Provide advice to leadership on staff morale, work-life balance, and general welfare issues.

Manage grievance handling, conflict resolution, and staff feedback mechanisms.

Administrative HR Support

Manage staff leave records and ensure timely tracking and reporting.

Support coordination of staff travel, meetings, training logistics, and internal staff communication where needed.

Qualifications and Experience:

Bachelor's degree in human resource management, Business Administration, Organizational Development, Gender Studies, or related field.

Minimum of 5 years' experience in Human Resource Management, preferably within the NGO/development sector.

Experience supporting or advising senior leadership on HR matters.

Strong knowledge of Uganda labour laws, HR best practices, safeguarding standards, and donor compliance.
