Land Development Manager

Lotus Group is proud to partner with our client, a well established and respected Engineering Consulting firm in Edmonton, seeking a skilled and motivated Project Manager / Land Development Manager to join their team. This role is focused on cradle-to-grave land development projects and requires expertise in municipal approvals, engineering coordination, and construction administration. Role Responsibilities
- Lead and manage land development projects from inception to completion, including design, construction, and close-out phases.
- Manage all Municipal Servicing Agreements (MSAs), Off-Site Servicing Agreements, and ensure compliance with municipal requirements.
- Take ownership of projects in design, Construction Completion Certificates (CCC), and Final Acceptance Certificates (FAC) phases, developing action plans to successfully close out all files.
- Liaise with municipalities (City of Edmonton, City of Calgary, and others), consultants, contractors, builders, and community stakeholders to ensure smooth execution.
- Oversee site inspections, monitor construction progress, and ensure quality standards, testing requirements, and municipal guidelines are consistently met.
- Oversee and mentor project and field staff, providing training and guidance on construction administration, QA/QC, and constructability measures.
- Manage project schedules, budgets, proformas, and risk assessments, ensuring projects are delivered on time, on budget, and to the required quality standards.
- Lead procurement processes, review bids, and make recommendations for contract awards.
- Chair site meetings, prepare and review reports, and maintain thorough documentation of all project activities.
- Provide construction services support, including review of design drawings, general notes, and construction recommendations.
- Champion a culture of continuous improvement by developing tools, processes, and training to streamline project delivery.
Role Requirements
- Minimum 5-7 years of progressive experience in land development project management, with proven success managing residential and/or commercial development projects.
- Demonstrated, hands-on experience with CCC and FAC close-outs is essential and non-negotiable.
- Bachelors degree in Civil Engineering, Urban Planning, Construction Management, or a related field.
- Professional Engineer (P.Eng.) designation with APEGA, CET, PMP, or equivalent designation is considered an asset.
- Strong knowledge of municipal standards, subdivision development, civil earthworks, utilities, and infrastructure construction.
- Proven ability to work with municipalities, consultants, contractors, and multiple stakeholders.
- Strong project management skills: scheduling, budgeting, estimating, contract administration, and risk management.
- Excellent verbal and written communication skills, with the ability to prepare reports, lead meetings, and represent the company professionally.
- Highly organized, detail-oriented, and solutions-focused, with a track record of problem solving and delivering successful outcomes.
- Valid Class 5 drivers license.
