They are seeking an experienced and driven Tender Manager to lead their tendering and bidding processes effectively and efficiently.

Job Summary:
As Tender Manager, you will oversee the entire tendering process, from identification of opportunities through to bid submission. You'll collaborate closely with technical teams, estimators, project managers, and business development teams to develop competitive, accurate, and commercially viable bids for mid to large-scale construction and engineering projects in Singapore.
Key Responsibilities:
Tender Management:
Lead and coordinate the preparation, review, and submission of tender proposals, ensuring they meet company standards, client expectations, and project timelines. Manage bid strategy, ensuring alignment with commercial objectives and client requirements.
Stakeholder Coordination:
Collaborate closely with project management, engineering, procurement, finance, and legal teams to ensure comprehensive and cohesive tender submissions. Build and maintain relationships with clients, consultants, subcontractors, suppliers, and internal stakeholders.
Commercial & Risk Analysis:
Conduct thorough reviews of tender documents, highlighting risks, clarifying ambiguities, and proposing mitigation measures. Lead the preparation of competitive pricing strategies and cost estimation and able to perform Pile Test or Load Tests.
Documentation & Compliance:
Ensure strict compliance with company policies, statutory regulations, and contractual terms during the tendering process. Oversee and review the compilation of tender documentation, maintaining accurate records of proposals and contractual documents.
Market Intelligence:
Continuously monitor market trends, competitor activities, and industry developments to inform tender strategies and maintain competitive advantage.
Reporting & Continuous Improvement:
Regularly report tender outcomes, identifying areas of success and opportunities for improvement. Drive continuous improvement initiatives within tendering processes and methodologies.
Qualifications & Requirements:
- Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Management, or a related discipline.
- Minimum of 5 years relevant experience in tendering, bid management, and estimation within the construction, infrastructure, or geotechnical engineering sectors in Singapore.
- Familiarity with local tendering processes, government procurement practices, and industry standards.
- Proven track record of successfully securing large-scale infrastructure or construction projects.
- Excellent negotiation, analytical, and risk-assessment skills.

- Proficiency in Microsoft Office suite and relevant tender management software/tools.
