Project Manager

 Job Description:

Role: Expert IT Project Manager (Agile/Scrum) Secure Operational Communications (EU roll-out)
Location: Brussels (100% on-site; no telework)

Mission goal
Lead on-site delivery and European deployment of a secure operational communications platform, coordinating multi-disciplinary teams and stakeholders to achieve high-quality, on-time outcomes.

Key deliverables

  • Deployment plan and timeline for the initial EU partner roll-out and internal adoption

  • Migration plan of existing capabilities to the target platform/environment

  • Sprint plans, progress metrics (burn-up/burn-down), RAID logs, steering-committee reporting

  • Functional specifications, UX wireframes/prototypes, and test evidence (unit/integration/functional)

  • DevOps pipeline for apps/services/infrastructure (incl. IaC) and operational runbooks

Responsibilities

  • Run Agile Scrum end-to-end: planning, prioritisation, ceremonies, progress reporting

  • Act as technical reference for architecture, infrastructure and DevOps; supervise backend/frontend delivery

  • Drive functional analysis to translate business needs into implementable specs

  • Produce and validate UX artefacts (wireframes/prototypes) that guide development

  • Facilitate user workshops; capture pain points; iterate via test-and-learn loops

  • Coordinate platform deployment to European partners; manage dependencies and risks

  • Engage the steering committee for key technical and managerial decisions

Required skills & experience

  • Bachelors/Masters in Computer Science (or equivalent experience)

  • Proven leadership of complex Agile projects; mastery of Scrum ceremonies and governance

  • Modernisation experience (thick client modern web) with strong change enablement

  • Tools: Jira, GitLab, Figma, Adobe XD, Illustrator, Microsoft 365

  • Excellent stakeholder management; proven ability to align heterogeneous profiles and build networks

  • Clear communication to technical and non-technical audiences

  • Analytical, root-cause oriented; strong sense of priorities and initiative
