Part A: Job Specification
Job Purpose
- Establish, coordinate, and administer aspects of laboratory quality assurance including implementation of ISO17025 quality management system for the laboratory accreditation. Deliver accurate and dependable results while adhering to industry best practices and regulatory guidelines. Ensure laboratory operation consistently meet the highest standards, address any deviations, anomalies and collaborate with laboratory team to continually improve process and maintain the integrity of laboratory works.
Reporting and Relationships - I
- Reports to Head of Laboratory Support.
- Direct reports: None.
Internal
- Frequent contact with Head of Laboratories on the implementation of the Laboratory quality management system.
- Frequent interactions with all Client laboratory staff to ensure the requirements of quality management system are fulfilled.
- Frequent interactions with other sections or departments within Client related to Laboratory activities.
External
- Occasional contact with third party service providers including arranging proficiency testing program with the organizers worldwide.
- Periodic contact with accreditation bodies.
Reporting and Relationships - II
Job Context & Major Challenge(s) - I
- Ensure the quality management system and the process are properly maintained in accordance with ISO standards, regulations, and accreditation requirements.
- Effectively communicating quality manual and related quality procedures to the laboratory staff.
- Ensure the competency of the laboratory staff to provide accurate, reliable, and prompt reporting of test results.
- Promote culture for continuous improvement of the laboratory processes in a systematic manner and measuring the degree of customer satisfaction using surveys, indicators, and audits to take preventive and corrective action.
- Create an environment where unbiased assessments of laboratory operations involve a systematic and objective evaluation of all aspects of laboratory activities and identify key steps for assessments such as assemble a team of assessor, review documentation, on-site inspection, data analysis, compliance assessment, benchmarking, recommendations, report, and feedback.

Key Job Accountabilities - I
- Ensure all laboratory operations and procedures comply with requirements outlined in ISO 17025. Develop, implement, and maintain laboratory quality management system (QMS) that aligns with ISO 17025. Maintain all international standard procedures used as reference for laboratory analysis, and ensure they are the latest updated versions.
- Ensure strict adherence to relevant industry standards and regulations such as ISO 9001, ISO 14001, ISO 45001, and all other relevant systems depending on the laboratory focus. This includes staying up-to date with changes in regulations and implementing necessary changes.
- Advise, coach, support, and guide laboratory staff for understanding and implementations of ISO 17025 including quality polices, and procedures, promote awareness of quality standards throughout the organization.
- Establish and maintain document control process or systems to ensure that all relevant documents, including procedures, records, and calibrations, are controlled and up to date. Investigate non-conformities, customer complaints, and deviation from established procedures. Inspect corrective actions and implementation to prevent recurrence.
- Communicate inter-department within Client for laboratory activities related to the quality system implementation. Performs the review of all laboratory activities according to quality management system to find if any improvements can be made.
Key Job Accountabilities - II
- Ensure that the equipments and other laboratory facilities meet the requirements of analysis and international standards and ensure that records in the LIMS are accountable and traceable for audit trail purposes.
- Lead annual laboratory management review to assess the effectiveness of the laboratory quality management system (LQMS) and make necessary improvements. This includes reviewing quality objectives, audit results, and customer feedback.
- Plan and conduct internal audit to assess the laboratory compliance with ISO 17025 standards and other customer requirements. Identify deficiencies and areas for improvement and corrective actions. Oversee internal audit processes, external assessments, proficiency testing programs, document control systems, competency assessment, training, and other quality processes.
- Prepare and coordinate external audits and assessment by accreditation and certification bodies. Ensure that the laboratory maintains its accreditation status and works toward maintain and renewing the laboratory's accreditation to ISO 17025 through compliance with accreditation body requirements. Analyze data, identify trends, develop reports with actionable insights and help management to achieve better results and compliance.
- Manage laboratory proficiency testing program and ensure that the laboratory consistently meets high quality standards and deliver accurate results. This includes program development, report evaluation and reporting nonconformities. Conduct risk assessment in accordance with ISO 17025 to identify, evaluate, and manage risk associated with laboratory operations.

Part B: Person Specification - Minimum Requirement
Qualifications
- Bachelors degree in chemistry or science discipline.
Knowledge and/or Experience - I
- 8 years experience in Oil and Gas laboratory environment, including experience in laboratory quality management activities and at least 3 years of which were at a supervisory level.
- Experience in performance and evaluation of quality control procedures, laboratory assessments and validation of test results.
- Knowledge of ISO 17025: Thorough understanding of ISO 17025 requirements and experience in implementing and maintaining the standard within a laboratory setting. Working knowledge of other applicable standards including ISO 9001.
- Certified ISO 17025 Auditor.
Knowledge and/or Experience - II
Technical and Business Skills - I
- Proficient in written and spoken English.
- Computer literacy, involving the regular use of database, spread sheet and presentation software.
- Good understanding of statistics.
- Work requires analytical, interpretative, and constructive thinking, with high degree of evaluative judgement.
