I. MAIN RESPONSIBILITIES:

1. BUDGET PLANNING: Organize and build the annual budget plan for the Department and the Company based on the annual milestones of the Company Vision.

  • 2. EFFECTIVE WORK IMPLEMENTATION

    (a) Consulting, building/updating the organizational structure:

  • Consult, build/update, and implement the overall organizational chart of the company;

  • Consult and develop Job Descriptions up to first-line management level;

  • Consult, build/update, and implement the Function Matrix for departments within the company;

  • Consult, build/update the Delegation of Authority Matrix for regional-level managers;

  • Develop/update and implement regulations related to labor laws and employee policies;

  • Develop and implement the ESG (Environmental, Social, and Governance) model.

  • (b) Implement recruitment plan & employer branding:

    • Build and implement recruitment plans and procedures;
    • Develop and implement a competency framework and career advancement opportunities.

    (c) Implement compensation system and welfare policies:

    • Build/update and implement the companys compensation system, welfare policies, rewards, and disciplinary procedures.

    (d) Implement training, internal culture, and communication:

    • Develop and implement training models aligned with actual operational processes;
    • Consult, build, and train for high-level leadership transformation;
    • Develop cultural and employee engagement initiatives.

    (e) Implement performance evaluation systems:

    • Develop and implement Happiness Index using eNPS indicators (measured every 6 months);
    • Build/update and implement productivity evaluation criteria (KPIs) for each position and department;
    • Apply company-wide KPI-based evaluation system.

    (f) Implement approved administrative and legal tasks.

    3. OTHER TASKS: Other assignments from the CEO and Head of the HR & Admin Subcommittee.

    II. JOB REQUIREMENTS:

  • 1. Education & Experience:
    • Bachelor's degree or equivalent in Human Resource Management, Labor Management, or HR Administration;
    • Over 5 years of experience as an HR Director in organizations with over 1,000 employees and a decentralized management model.

    • Comprehensive knowledge of HR management and building diverse HR systems
    • Strong communication, conflict resolution, teaching, leadership, and HR program implementation skills
