Job Summary:
The Procurement Officer is responsible for managing and overseeing all purchasing activities for the organization, ensuring compliance with internal policies, regulatory requirements, and applicable state or federal procurement laws. This role involves sourcing vendors, evaluating proposals, negotiating contracts, and maintaining accurate procurement records. The Procurement Officer plays a critical role in supporting operational efficiency, cost-effectiveness, and organizational accountability by facilitating the timely acquisition of goods and services.
Key Responsibilities:

Manage the full procurement lifecycle, including requisition review, vendor sourcing, bid solicitation, contract negotiation, and purchase order processing.

Develop and maintain strong relationships with vendors, suppliers, and internal stakeholders to ensure quality goods and services at competitive prices.

Evaluate vendor proposals, bids, and contracts for compliance, cost-effectiveness, and alignment with organizational goals.

Prepare, review, and approve procurement documentation, including purchase orders, contracts, agreements, and amendments.

Ensure procurement processes comply with applicable laws, regulations, and organizational policies, including state and federal government procurement requirements.

Monitor contract performance, track deliveries, and resolve any vendor-related discrepancies or issues.

Maintain detailed procurement records, reports, and metrics to support audits, budget tracking, and decision-making.

Provide guidance and training to internal staff on procurement procedures, policies, and best practices.

Assist in the development of procurement strategies, cost-saving initiatives, and process improvement recommendations.

Stay current with market trends, vendor capabilities, and changes in procurement regulations to optimize organizational purchasing.
Qualifications:

Proven experience in procurement, purchasing, or contract administration.
