Responsible for leading the company's government business in Sri Lanka, driving strategy, partnerships, and growth across public-sector opportunities. Builds senior government relationships, ensures compliance and procurement readiness, and positions the company as a key enabler of digital government transformation and sustainable business growth.
Job Description
- Define and implement the business strategy to build a strong government business practice at MillenniumIT ESP aligning with the Digital Public Infrastructure (DPI) Road map of Government of Sri Lanka, whilst ensuring alignment with overall corporate objectives and the unique procurement, budget cycle and regulatory environment of the public sector
- Develop and nurture executive level relationships with government ministries, agencies, public bodies and large publicly funded organizations, as well as Foreign Funding Agencies and technology vendor ecosystems
- Collaborate with product, delivery, service, legal and partner teams to ensure solutions are compliant, secure, meet regulatory requirements, and account for government budget cycles and procurement frameworks
- Monitor market, technology and regulatory trends in the Sri Lankan public sector especially digital government, e-governance and smart infrastructure and shape the companys offering to enhance competitive advantage in the government vertical
- Manage the P&L for the government business, including revenue targets, forecasting, pipeline, win-ratios, contract margins, cost of sales and partner in Sri Lanka
- Act as a thought leader and ambassador for the company in the public sector domain in Sri Lanka, represent the company at government tech forums, engage senior officials, oversee government client references, public-sector case studies and partnerships that raise the companys profile
Person Specification
- Bachelor's or Masters degree in Business, Engineering, Computer Science, or a related field
- 12+ years of experience in government or public sector technology business development, ideally within Sri Lanka or South Asia
- Proven success engaging ministries, agencies, and public bodies, with strong knowledge of Sri Lankan procurement, compliance, and budget cycle processes
- Strong commercial acumen with hands on experience in P&L, forecasting, pipeline management, and partner incentive planning
- Demonstrated ability to build and manage partner ecosystems, including local systems integrators, vendors, and public private alliances
- Excellent stakeholder management, negotiation, and communication skills, with the ability to influence senior officials and executives
- Strategic thinker with insight into digital-government, e-governance, and smart-infrastructure initiatives shaping Sri Lankas public-sector landscape
- Previous experience in working in collaboration with foreign funding Agencies can be added advantage
