Primary Purpose
The Chief Property Officer has overall accountability for the Group's property development portfolio and project execution activities, from strategic conception through to delivery and post-completion management. This is a high-responsibility, high-production leadership role that combines strategic development leadership with hands-on project execution oversight.
Reporting directly to the Group CEO, the CPO will own the full development portfolio, drive major strategic initiatives, and ensure flawless execution across every project. The role requires delivering fully profitable smart-city developments that achieve or exceed financial, design, sustainability, and delivery benchmarks while building a robust, future-focused development pipeline structured for long-term growth, partnerships, and investment.
The position holder will lead the evaluation and structuring of new development opportunities, including joint ventures and strategic alliances, while ensuring a high-performance development and project management team operates with clarity, accountability, and excellence. They are responsible for maintaining consistent, high-quality stakeholder experience from investors to partners to clients, upholding the Mont Choisy brand as a symbol of world-class quality.
Responsibilities
Strategic Management & Development
- Develop the end-to-end strategy for the Mont Choisy Smart City portfolio and ensure flawless implementation
- Work closely with the Group CEO to devise annual budgets, project priorities, and strategic growth initiatives.
- Ensure projects are delivered as per the 3-5 year development plan approved by the Board
- Drive innovation, sustainability, and long-term asset value across all developments
- Ensure the Group meets its performance objectives in terms of project delivery and long-term sustainable recurrent income portfolio
New Projects Development
- Identify, structure, and negotiate high-value opportunities, joint ventures, and investment partnerships
- Lead each transaction/project from start to completion:
- Use financial modelling to predict outcomes and assess strategic fit
- Prepare pre-feasibility, feasibility and annual business plans for new projects
- Assess and predict financial risks and returns
- Conduct due diligence and assessments of projects as well as JV partners or tenants
- Liaise with all stakeholders including banks, financial institutions, accountants, lawyers, financial experts and regulatory bodies
- Structure transaction and financial details and execute deals
- Collaborate with CEO in fundraising and investment strategy
- Prepare formal high-quality presentations for banks, Board and Board Strategic Investment Committee
- Maintain strong alignment with the CEO, Board, consultants, authorities, and project partners
Project Execution and Delivery
- Oversee execution from concept design through completion, ensuring world-class quality, financial performance, and timely delivery
- Work closely with the Group CEO to assess viability, return on investment and risks of new projects
- Lead the core project teams and manage consultants, contractors, and sub-contractors
- Implement and maintain robust procurement processes and internal controls
- Ensure seamless handover processes and post-contract defects management
- Maintain oversight into post-handover facilities management to safeguard asset management and quality standards
People Management
- Build and direct a high-performing development and delivery team operating with clarity, accountability, and excellence
- Develop and lead internal development managers, project managers, assistants and coordinators
- Inspire, challenge, and elevate the team to deliver complex projects within a dynamic environment
- Participate in recruitment and management of talent for the core team
- Create an environment of high-level performance and open communication
- Conduct performance appraisals and arrange appropriate training in line with best practices
Financial Management
- Full P&L accountability for property development and project execution
- Develop and manage project budgets and financial models
- Monitor and report on project costs and cashflows to ensure alignment with budgets
- Prepare detailed financial analysis for new opportunities
- Work with Group Finance on budgets, reviews, and accounts
- Lead fundraising initiatives for new developments together with the CEO
Risk Management
- Ensure all costs and risks updates are communicated and incorporated into overall project reporting
- Evaluate and identify all risks from bidding through implementation to final completion
- Establish adequate inspection and testing protocols to ensure desired quality of delivery
- Implement and maintain internal controls policies as per MC Group policy and industry best practice
- Establish proper risk assessment registers identifying potential risks, measuring likely occurrences and impact, and mitigation steps
Management Reports
- Prepare detailed, accurate, timely project reports including work schedules, implementations, deviations, risks, and cost variances
- Establish clear project programmes and milestones to monitor and report project progress
- Prepare reports for Board meetings and management as required

Education and Qualifications
- Degree in Real Estate, Construction, Engineering, or related field
- Masters/Post Graduate Degree in Real Estate Investment or Business Administration preferred
- Professional qualifications in Project Management, Construction, or Finance (CPA/ACA/ACCA/ICAEW or equivalent) is an advantage
Relevant Experience
- Minimum 10 years' senior leadership experience in high-end property development
- Proven track record in both development structuring and large-scale project delivery
- Experience in corporate finance or project finance within real estate sector
- Demonstrated success delivering luxury, mixed-use, hospitality, or smart city developments
- Track record of building and leading high-performing development teams
- Experience with Board-level negotiations, joint ventures, and strategic alliances
- History of achieving or exceeding financial, design, and delivery benchmarks
