Role Purpose:

Prepare, coordinate, and perform end-to-end contract management activities, including sourcing strategy, procurement, contracting, contract administration, performance monitoring, local content verification, audit support, and contract closure, in compliance with applicable regulations and company procedures.



Responsibilities include but are not limited to the following:

Sourcing Planning and Preparation

  • Collaborate with End-user departments to review scope, compensation, bid criteria, tender process, and contract execution.
  • Conduct market surveys/RFI to gather technical and commercial data.
  • Coordinate with supporting functions (Legal, HSSE, HR, Finance, Insurance) to develop compliant Tender plans.
  • Develop tender strategy and schedule aligned with budget, timeline, and company procedures.

Sourcing Process

  • Lead and manage the tender process, ensuring timely execution and issue resolution.
  • Ensure use of up-to-date procurement forms and adherence to internal policies.
  • Prepare and present Contract Strategies to Governance Committees.
  • Develop and issue tender packages, manage pre-tender meetings, and handle bidder clarifications.
  • Oversee qualification and evaluation processes (technical, commercial, HSSE, local content).
  • Lead negotiations to achieve best terms and total cost efficiency.
  • Secure required approvals and due diligence before award issuance.
  • Provide regular sourcing progress updates.

Governance and Compliance

  • Ensure all sourcing processes comply with regulations and internal policies.
  • Maintain and monitor compliance review documentation.
  • Contribute to process improvement initiatives.
  • Ensure complete, compliant documentation and proper record storage.
  • Serve as a member of KKKS Tender Committee and Local Contract Governance Committee.

Agreement Preparation

  • Ensure final agreements reflect tender and negotiation outcomes with full legal coverage.
  • Manage internal approval process prior to contractor distribution.
  • Secure all required insurance, bonds, guarantees, and warranties.
  • Ensure proper contract/PO/SO entry and financial approvals in Oracle system.

Contract Management

  • Supervise contract administration and approval processes (manual and Oracle).
  • Support pre-job activities and contractor performance monitoring.
  • Implement penalties or sanctions as per PTK 007 and contract terms.
  • Track local content realization, contract alerts, and spending.
  • Coordinate timely amendments and renewals.
  • Support annual procurement planning and manage contract changes as required.

Contract Performance Monitoring

  • Develop performance scorecards and success factors for high-risk contracts.
  • Lead performance review meetings and drive improvement actions.
  • Monitor contractor performance, issue sanctions or rewards accordingly.

HSSE Commitment

  • Comply with all Company HSSE policies, standards, and procedures.
  • Demonstrate safety leadership throughout all activities.
  • Ensure CHSSEM requirements are integrated into all managed contracts.
    

Qualifications & Experience:

Education:

  • Minimum bachelor's degree or equivalent in a relevant discipline (PTK 007 Certification from SKKMIGAS is preferable)

Experience:

  • Minimum 7 years of experience in contracting, procurement, or supply chain management, preferably in the oil and gas industry.
  • Experience managing end-to-end contract administration and procurement processes.
  • Familiarity with Oracle ERP systems and SKK Migas procurement requirements is an advantage.
  • Proven ability to coordinate with multiple stakeholders and manage complex project timelines.
  • Exposure to large-scale project environments such as exploration or development projects preferred.

Technical & Management Skills:

  • Proficient in Microsoft Office (Excel, PowerPoint, Visio, Project).
  • Good command of English, both written and spoken.
  • Strong time and project management capabilities.
  • Excellent analytical and problem-solving skills.
  • Effective communication and stakeholder management abilities.
  • Detail-oriented with strong organizational and documentation skills.
