ROLE PURPOSE:

  • To support the Development team in all aspects of external and internal interfaces. 
  • This will include taking the lead interface role with Petronas, JVPs, other Government related entities, key contractors and suppliers. Of key importance is the internal interface with the Supply Chain function and with Finance, Exploration and Commercial functions.
  • This role will also be responsible for the management of all brownfield interfaces.
  • To establish and manage a comprehensive interface plan to ensure that the best value and performance is attained across Mubadala Energy's Development activities. This involves identifying, developing, implementing, integrating, and continually auditing interface policies, procedures and processes.
  • To ensure that project interface reporting is in accordance with Company requirements, and all work is efficiently and effectively executed in accordance with policies and procedures.
  • To provide input to contracting strategies, contractor and vendor prequalification and selection.
  • To ensure that Mubadala Energy's HSSE philosophies and imperatives are articulated and incorporated within all interface management plans.

KEY ACCOUNTABILITIES:

Health, Safety & Environment

  • Ensure compliance with all interfaces related to safety, quality and environmental management policies, procedures and controls relating to the project.
  • Generate interface management procedures which guarantee employee safety, legislative and regulatory compliance, delivery of high-quality products/service, and a responsible environmental attitude.
  • Demonstrate exemplary commitment to Mubadala Energy's HSSE goals and culture.
    Establish clear and demonstrable mitigation measures within interface management, to ensure that the main HSSE and asset Integrity risks for delivery are captured. Review regularly.

Policies, Systems, Processes & Procedures

  • Create and maintain the Development interface management plan and associated databases.
  • Ensure that Mubadala Energy's HSSE philosophies and imperatives are articulated and incorporated within all related processes and procedures.
  • Draft and manage policies and procedures to measure progress and risks of interfaces.
  • Draft interface requirements and procedures for critical contractors/suppliers.
  • Input policies to ensure that contract cost and schedule reporting comply with contractual obligations, project and corporate requirements.
  • Input to procedures to monitor the systems of contractors to ensure their systems match up to the company standards.

Development Interfaces Management

  • Take the lead role in providing the interface expertise and frameworks to support the delivery of assigned Development projects (initially Pegaga) through to Define and Operate Stage.
  • Ensure that all key interfaces, both external and internal are properly identified and managed.
  • Lead the Development Interfaces Team to deliver the projects objectives in terms of meeting or exceeding cost and schedule targets.
  • Act as the Development Teams project manager regarding all brownfield related matters and interfaces.
  • Ensure that the interests of Mubadala Energy are well managed through the various interfaces.
  • Identify and manage interface requirements and compliance according to the PSC, JOA and key agreements.
  • Set project goals in pursuit of above-average industry performance for relevant interface benchmarks.
  • Ensure all Development Interface deliverables are progressed in compliance with Mubadala Energy's Stage Gate Process.
  • Ensure that Developments meet Malaysia standards and practices.
  • Ensure that interface related information is accurately captured, verified, assembled and provided to the Vice President (VP) Technical, Joint Venture Partners, Regulator and other stakeholders.
  • Day to day management of project interfaces and reporting.
  • Support the management and documentation of Change and Risk in association with relevant Facilities, QA, HSSE and Line Managers.

Partnerships & Relationship Management

  • Manage external relations and interfaces, Petronas, JVPs and other stakeholders, to address key requirements to meet business objectives.
  • Links the project into the business unit finance, supply chain, exploration and commercial functions; establishes relationships/protocols to integrate project into the business unit.
  • Support the VP Technical in delivering the Mubadala Energy stage gate process deliverables.
  • Forms solid relationships with JVP representatives, JVP/stakeholder counterparts to ensure smooth and efficient functional approvals.
  • Forms solid relationships with PMU functional representatives and governmental bodies, to ensure smooth and efficient functional approvals.

Budgets and Plans

  • Support the Vice President (VP) Technical in the preparation and consolidation of Development budgets.
  • Supports Development Management to reach alignment with Petronas and JVPs regarding work plans and budgets.
  • Prepare Approval of Expenditure (AFEs) as requested by VP Technical.

Leadership

  • Lead the Development Interface Team.
  • Demonstrate leadership in disciplined areas of expertise.
  • Demonstrate relationship building and management excellence.

KNOWLEDGE, SKILLS & EXPERIENCE:

Knowledge & Experience:

  • A degree or equivalent in relevant engineering discipline.
  • Minimum of 15 years of experience, ideally 20 years, in a similar or related role
  • Worked in a PSC environment previously, ideally this will include interactions with Petronas.
  • Experience working with different cultures (either in different countries and/or on projects) and exposure to culturally different aspects of the development work scope.
