Role Purpose

The Engineering Manager is responsible for the integrity of the engineering and design management process at Mubadala Energy over the full life cycle of a development; ensuring that procedures and practices are in place and current, to effectively manage and control the engineering and design activities undertaken by the Department. This requires supervision of the activities of Mubadala Energys multi-disciplinary engineering team, several design consultants and contractors, and close coordination with Project Teams, Sub-surface, Quality, Asset Integrity, HSSE, Drilling and Operations functions as required.

The Engineering Manager is responsible for ensuring the design criteria, and standards are in compliance with OMS and other relevant company requirements.

A significant objective of the Engineering Manager's position is to develop staff with the engineering and technical skills in the Department needed to support development planning and detailed design for Mubadalas projects as well as support the Asset Integrity and Operations functions, as required. It is intended the Department provides the bench strength of experienced and competent senior staff in key disciplines who can serve as a Technical Authority in conducting or arranging for special engineering studies, verifying critical aspects of the design or preparing recommendations on key technical decisions.

Specific tasks include:

  • Leads and supervises a multi-disciplinary team to accomplish the basic function.
  • Responsible for leading multifunctional teams to evaluate development alternatives and select the concept and execution plan that best satisfy business objectives for new developments.
  • Responsible for providing engineering and design deliverables necessary to procure, construct, commission, start-up and operate all facilities associated with a new development in accordance with the Basis of Design and project objectives which include safety, environmental protection, regulatory compliance, operability, reliability, quality, cost and schedule.
  • Provides technical support to Operations to sustain operations and meet Company production objectives.
  • Arranges for necessary technical discipline expertise and engineering services from within Mubadala, Mubadalas Affiliates or consultants, overseeing necessary service agreements or contracts.
  • Ensures health, safety and environmental risks are properly assessed and makes recommendations for management of these risks.
  • Ensures quality of the design is properly specified and managed.
  • Coordinates with Operations and Drilling to ensure safety, environmental protection, asset protection, reliability, operability and maintainability are engineered into the facilities.
  • Coordinates with the project and Mubadala construction function to ensure the facilities can be efficiently constructed within the planned project schedule and provides engineering support required during fabrication, commissioning and start-up to ensure clear communication of design intent and resolve design issues.
  • Provides necessary technical specifications and quantities for equipment and materials purchased by Mubadala, if any, coordinating with Supply Chain Management function to provide documentation and technical support for bid evaluation, vendor data review and manufacturing/QA/QC support.
  • Ensures compliance with regulatory requirements related to design, coordinating with the HSSE function to stay abreast of evolving/new requirements and providing necessary technical input for permits/approvals managed by the HSSE Group.
  • Reviews and approves design changes and deviation requests & resolves conflicts in design.
  • Stewards funds for design and engineering expenditures.
  • Maintains sound business controls in area of responsibility.
  • Based in Mubadala Energys Kuala Lumpur office with necessary liaison and support to site engineering teams.

  • Ensure compliance with all engineering related safety, quality and environmental management policies, procedures and controls across all engineering activities in support of employee safety, legislative and regulatory compliance, delivery of high quality products/services and environmental protection.
  • Demonstrate exemplary commitment to Mubadala Energy's HSSE goals and culture.
  • Ensure that Mubadala Energy's HSSE philosophies and imperatives are articulated and incorporated within all engineering design processes and procedures.

Engineering Management

  • Responsible for the integrity of the engineering and design management process at Mubadala Energy over the full life cycle of a development; ensuring that procedures and practices are in place and current, to effectively manage and control the engineering and design activities undertaken by the Department.
  • Ensure all opportunities are progressed in compliance with Mubadala Energy's Stage Gate Process and Regulator requirements.
  • Form solid relationships with TCM representatives, JVP/stakeholder counterparts, and Regulator functional representatives to ensure smooth and efficient functional approvals.
  • Incorporate lessons learned from operational issues into current and future designs of facilities.
  • Contribute towards an appropriate life-cycle philosophy for the facilities using all applicable standards.

Budgets & Plans

  • Stewards funds for design and engineering expenditures.
  • Maintains sound business controls in area of responsibility.
  • Provide input to Approval for Expenditure (AFEs) to enable commencement of projects.

Leadership

  • Mentor the engineering team and develop a common sense of purpose and commitment within the team.

Continuous Improvement

  • Ensure that procedures and practices are in place and current, to effectively manage and control the engineering and design activities, incorporating lessons learned.

Boundaries

Scope:

  • The Engineering Manager reports to the VP Technical, Malaysia and confers with the Senior Project Manager on all issues relating to engineering within the project. The role requires functional leadership and technical excellence.

Challenges:

  • Ensuring quality of deliverables with variable quality engineering consultants, fabricators and vendors.

Decision Making:

Key decisions having impact on the nature and design of the development (facilities).

Job Requirements

Experience

  • A minimum of 20 years of engineering experience in the oil and gas industry.
  • A minimum of 7 years of development experience in a leadership role with experience working with multiple locations and cultures.
