Role Purpose

To be the focal point of technical coordination with internal stakeholders (discipline engineers, HODs, AD SME etc) organization for brownfield scope.

To perform general project engineering tasks across a range of engineering disciplines. To identify and manage engineering interfaces, and to prepare and administer interface registers. Ensure that all engineering disciplines are properly coordinated and establish inter-discipline priorities in accordance with the project goals.

Administer engineering control procedures and processes and ensure, on a day to day basis, that discipline engineering is in overall accordance with the Project Execution Plan and subsidiary documents.

Initially based in KL office with potential transition to site role at Construction/Fabrication centres.


Key Accountabilities:

Health, Safety, Security & Environment

  • Ensure contractor compliance with the HSSE aspects of project engineering procedures

Demonstrate exemplary commitment to MPs HSSE goals and culture.

Project Policies, Systems, Processes & Procedures

  • Day to day checks on compliance with basis of design.
  • Administer policies and procedures across all disciplines to ensure that all engineering design contractors deliverables are optimised, accurate, and efficient and provide appropriate engineering design deliverables.
  • Audit of policies and standards compliance to ensure that designs comply with project specifications
  • Monitor the systems of contractors to ensure their systems match up to the company standards

Project Engineering

  • Perform project engineering tasks and interface management support for the project
  • Provide project engineering leadership and input into the planning and preparation of contract scopes of work
  • Manage, collate and review contractor responses / deliverables for the project engineering aspects of the work
  • Balance the demands and interactions between the discipline engineering functions within design, fabrication, installation, operations, and maintenance activities
  • Incorporate the recommendations from HSSE related studies into the engineering deliverables
  • Provide project engineering input and assistance to the Project Controls Manager in terms of cost and planning
  • Provide assistance to construction and commissioning teams related to project engineering issues
  • Refer to project engineering frameworks to support the delivery of the project through the ME Stage Gate Process.
  • Coordinate the discipline engineering team to deliver the projects objectives in terms of meeting or exceeding integrity, cost and schedule targets.
  • Monitor project performance with above-average industry performance goals for relevant cost, schedule and quality benchmarks.
  • Ensure that all project engineering deliverables meet Malaysian legislative standards and practices.

Interface Management

  • Develop the interface management plan describing strategies, methods and reporting for both internal and external interfaces.
  • Apply interface management practices, to enhance the flow of information and data across project delivery teams, functional groups and external contractors.
  • Ensure implementation of interface management requirements in contracts and contractor organizations in cooperation with company representatives and project personnel
  • Coordinate with Contractors to ensure the development of their Interface Management deliverables. Review and endorse Contractors' interface plans and procedures
  • Keeps the Project Manager informed of interface matters that could potentially jeopardize Project Objectives
  • Schedule, coordinate, organise and facilitate interface meetings or workshops, and facilitate interaction, where applicable across all project groups including the project team and external contractors.

Partnerships & Relationship Management

  • Support the Project Manager, Engineering Manager in delivering the MP Stage Gate Process deliverables
  • Act as deputy to the Project Manager
  • Form solid relationships with all counterparts within PETRONAS, JV Partners, contractors and vendors to ensure smooth and efficient approvals.

Risk Management

  • Support regular project Risk reviews and that all construction related items and mitigating actions on risk register are closely monitored.

Reports

Monitor the contractor progress reports to ensure they are on target in terms of cost and time schedules.

Review contractor progress reports in order to keep informed and to facilitate planning of cost and time schedules timely and accurately to meet company and department requirements, policies and standards

  • Ensure timely issue of accurate project progress report to keep internal management team on informed of overall project performance.

Budgets and Plans

  • Review contractor man-hour estimates and invoicing
  • Audit engineering man-hours against agreed CTRs or other scoping documents
  • Provide input to Approval of Expenditure (AFEs) to enable commencement of projects

Leadership

  • Balance the priorities within the discipline engineering teams and in engagement with contractors discipline teams
  • Ensure and demonstrate client leadership of contractors project engineering process

Continuous Improvement

  • Provide input to the continuous improvement of project engineering activities and practices.
  • Take into account engineering international best practice.


Qualifications:

Knowledge

A Degree in a relevant engineering discipline with at least 3.50 CGPA score.
