About the job Regional Vice President, HSSE & Asset Integrity
ROLE PURPOSE:
Support the Executive Director, HSSE, Asset Integrity and ESG Performance to effectively plan, manage HSSE & Asset Integrity management system; to monitor, report and take corrective action where appropriate on all aspects of HSSE & Asset Integrity matters within the regional operations.
Provides assurance to the Executive Director, HSSE, Asset Integrity and ESG Performance that HSSE and Asset Integrity Management is being managed in accordance with ME requirements.
KEY ACCOUNTABILITIES:
Leadership
- Ensure the development and implementation of effective HSSE functional and AIM objectives through engagement and leadership of the respective functions and departments.
- Establish individual objectives, develop implementation plans, managing performance, develop and motivating staff and effectively influencing line managers on HSSE matters and AIM issues.
- Provide functional leadership, guidance and advice to BU HSSE and AIM managers/specialists.
- In collaboration with Line managers, develops a culture of transparency and openness for HSSE and AIM
- Ensures integration of HSSE and AIM plans to lever synergies and eliminate duplicity of effort.
Budgets and Plans
- Contributes to the preparation of BU HSSE and AIM budgets
Policies, Systems, Processes & Procedures
- Develop and maintain the Operation Management System and implement the key processes to execute the framework across various sites in Operated region
- Collaborate with Executive Director to review and develop HSSE and AIM policies, procedures and guidance, in keeping with the best practice and make recommendations on their implementation and application.
- Review the HSSE Policy statements on an annual basis.
- Promote good HSSE and AIM practices throughout all operating locations within the operating region
- Ensure ERP plans are developed, implemented and tested across the region.
- Develop and monitor effective Risk Assessment management strategies and make recommendations on the implementation of these strategies.
- Consult with senior managers and other line managers and give appropriate advice on formulating best-practice policies and procedures.
- Provide independent professional advice and technical information where appropriate to senior managers and all line managers to enable the country operations to discharge its statutory, common and moral obligations, keeping staff and Managers abreast of changes in HSSE legislation and Codes of Practices etc.
- Provide, or where necessary or source, training for staff in relation to HSSE &AI policies, practice and procedures by creating safety critical positions and task and support line managers in training these positions
- Deputize for ED HSSE & AI, as required.
Monitoring Performance
- Propose, implement and monitor measures necessary to comply with HSSE &AI Legislation and Codes of Practice.
- Carry out or arrange HSSE/AIM audits and ensure that any remedial recommendations are implemented.
- Ensure that statutory requirements are being upheld throughout the organization.
Health and Safety
- Ensure all Elements of Operations Management System (OMS) are reviewed periodically and recommend updates as required.
- Focal point for HSSE &AI data e.g. accident statistics, proactive indicators etc. Analyze trends and propose remedial actions as necessary. Ensure all accident and near misses are properly investigated with quality report plus recommendations.
- Assist and support departments in the preparations of risk assessments. Monitor the availability and appropriateness of risk assessments and where necessary, safe working practices.
- Liaise as necessary with other organizations and relevant authorities, and provide assistance and cooperation concerning audits and remedial actions.
- Proactively contribute to ME HSSE &AI network.
Environmental Management
- Promote and coordinate the integration of environmental management issues into policies, procedures rules, services and operations.
- Be the catalyst for activity and commitment to environmental management, ensure, at minimum, legal compliance and reduce risk of non-compliance.
Asset Integrity
- Ensures fit for purpose AIM plans are in place for all operational facilities.
- Provides AIM advice to projects as required
- Ensures AIM audits/assessments are carried out for each operational BU and periodically for new projects.
- Collaborates with Process safety HSSE and production managers in developing integrated AIM plan.
- Monitors, reports, take corrective action on critical AIM issues.
Business Continuity and Risk management
- Oversee the management of the BCM system across ME BUs.
- Execute Business continuity strategies for ME at BU levels, ensuring suitable and sufficient BC Plans in place at all relevant facilities to minimize the impact of serious business disruption.
- Assurance of compliance with UAE-NCEMA National BCM policy and standard.
- Facilitates development and update of BU risk register (s)
- Gives practical advice on reducing operational risks to ALARP
- Acts as regional interface between corporate and region for ERM
Contractor Management
- Ensure that all high-risk contractors, suppliers, vendors, etc. have HSSE management system in place, which are congruent with ME OMS.
- Ensures compliance to ME contractor management standard for HSSE and AIM aspects.
- Attends contractor HSSE forums and period contractor performance reviews.
Continuous Improvement
- Proactively identify cost effective opportunities of continuous improvement of HSSE and AIM performance taking into account international best practices and lessons learnt (internal and external)
Management Reports
- Produce weekly HSSE & AI regional report
- Produce monthly HSSE & AI Regional performance report
KNOWLEDGE, SKILLS & EXPERIENCE:
Knowledge:
- A bachelors degree in Engineering plus recognized HSSE qualification. (NEBOSH Diploma or similar) In depth knowledge of the Oil and Gas business especially related to health, safety, environmental, AIM and Business Continuity issues.
Experience:
- Minimum 20 years of experience with exposure in the Oil & Gas industry. Country specific experience and exposure to local laws and regulations is essential. Conversant with Health, Safety and Environmental legislation.
- Health, Safety and Environmental Audit training and safety Management and incident investigation training.
Skills:
