ROLE PURPOSE:

  • Lead, coordinate and provide assurance to the HSSE & AI Manager that HSSE within ME operations is being managed in accordance with Malaysian legislations, Petronas Guidelines and Mubadala Energys Operations Management Systems (OMS).
  • Develop HSSE resources and competencies to meet the operations requirement.
  • Deliver HSSE performances based on approved WP&B and HSSE AI Plan
  • Demonstrate HSSE leadership and inculcate good HSSE culture
  • Identify and implement continual improvement in HSSE

KEY ACCOUNTABILITIES:

Project HSSE Leadership

  • Maintain good relations with functional counterparts within contractors organisation, PETRONAS MPM HSE, government agencies and regulators.
  • Develop and Execute HSSE AI Plan, Bridging documentations, SIMOPS plan and other key HSSE deliverables.
  • Together with the HSSE/AI Manager, built a competent and proactive Health, Safety, Environment and Security team within the BU.
  • Consolidate the various HSSE activities and staff throughout the organisation, initiate recruitment where needed, and guide the operations team to establish safety awareness and safety programs in all related activities.
  • Initiate HSSE programs within operations to raise awareness and profile within operations team.
  • Collaborates or work with Major Line Function Manager / management (i.e. Senior Manager Production Operations) to provide provision of HSSE resources, guide the resources to be able to provide HSSE inputs to all of their programs, activities, project cycle in order excellence performance and target are achieved meeting with business objective.

HSSE in Operations

  • Provide the HSSE& AI Manager and Senior Manager Operations with clear HSSE plans and direction, accurate assessment of performance, and effective recommendations for improvement.
  • Accountable for the Operations HSSE performance meeting the annual HSSE performance targets
  • Mentor the HSSE Engineer, SHO and Safety Supervisor in support of shaping HSSE excellence, ensuring delivery of the performance contract including work planning, budget management HSSE and quality resource management.
  • Coach and advise the line personnel to improve their delivery of HSSE accountabilities, including regular face-to-face time with offshore.
  • To assist the Senior Manager Production Operations in the execution of the Health, Safety, Security and Environmental Plan which defines how operations will meet all expectations of Operation Management system (OMS).
  • To assist those members of operations who have been allocated specific tasks within the HSSE Plan with the satisfactory completion of such activities.
  • To support the team in demonstrating compliance with the HSSE Plan and OMS and other HSSE requirements identified by Mubadala, regulatory agencies and other stakeholders.
  • To ensure that lessons learned from incidents and others, particularly Mubadala projects worldwide, are captured, disseminated and ensure adequate controls and mitigations are in place to prevent such incident in operations.
  • Promote a learning culture among contractors by investigating all incidents taking place at site, developing lessons learned and sharing the findings with contractors, ME, Corporate ME and other stakeholders.

Process Safety & Technical Safety:

  • Knowledgeable on technical safety design philosophies, and specifications.
  • General understanding of all HSSE engineering related studies i.e. HAZID, HAZOP, ESSA, EERA, FERA, and QRAs as required by the HSSE philosophy in preparation of the project Safety Case.
  • Review of explosion mitigation and control methods and their application in facility design.
  • Ensure process safety engineering deliverables received from project are implemented at fabrication and ensure that they are in accordance with the technical requirements.
  • Review drawings, specification and technical documents for all technical integrity design related work and ensure Construction, Transportation, Hook-up and Commissioning stage of the project does not compromise the agreed technical design integrity.
  • Manage a complete record of technical deliverables and correspondence to support project decisions and equipment selection, documenting all key engineering calculations.
  • Management of safety equipment/material vendors to evaluate technical bids, review vendor documentation, and attends factory acceptance tests and pre-commissioning field tests for the full range of equipment / materials.

Contractor HSE Management:

  • Lead contractor HSSE management audits/reviews based on established ME procedures and Corporate standards and requirements as required.
  • Manage the company/contractor HSSE forums, in consultation and coordination with the other disciplines within the HSSE/AI Department.
  • Continuously drive ME HSSE management practices among contractors.

Occupational Safety Management:

  • Act as the focal point for internal and external queries and communications relating to occupational safety.
  • Develop, implement and promote occupational safety campaigns and programs in project.
  • Monitor and evaluate the effectiveness of such programs and recommend opportunities for continuous improvement.
  • In coordination with others, create a proactive safety culture within the organization.
  • Lead the coordination and implementation of corporate occupational safety initiatives within project.
  • Ensure legal compliance at all times from the occupational safety perspective.

KNOWLEDGE, SKILLS & EXPERIENCE:

Knowledge:

  • Bachelors degree in Engineering plus or equivalent
  • Master Degree in Safety or NEBOSH Diploma or registered with DOSH
  • Good knowledge on Process Safety, Technical Safety, Occupational Safety and Contractor HSSE Management.
  • Experience working for Operators, PSC or PACs
  • Proven ability in writing technical procedures and technical reports
  • Familiar with Malaysian legislations, industry guidelines, best practices, and standards (e.g. PTS, PPGUA, OGP, OPITO) with regards to Environment and OH practices

  • At least 15 years in the Oil and Gas industry, with significant experience in offshore operations.
