Manager, FPSO MC/Commissioning (Company Representative – Lease & Operate)
(Third Party Contractor)
Singapore-based Role.
Role Purpose:
The FPSO Commissioning Manager represents the Company to oversee, assure, and coordinate all commissioning and start-up activities executed by the FPSO Contractor under a Lease & Operate contract.
The role ensures that the FPSO is delivered safely, fully tested, compliant with contractual and regulatory requirements, and ready for reliable operations aligned with production targets.
For the items described below, on top of the key responsibilities, the FPSO manager will:
- Select and recruit FPSO commissioning team members as required.
- Gather progress status from all available sources
- Consolidate data into useable reports, and compare with CTR reports
- Identify mismatches, hidden information and progress improvement opportunities.
- Propose improvements, expediting options.
Responsibilities include but are not limited to the following:
- 1. Commissioning Oversight & Assurance
- Act as the Company focal point for all commissioning activities performed by the FPSO Contractor.
- Review and endorse the Contractor's commissioning strategy, procedures, and schedules.
- Ensure alignment with Company standards, project specifications, and HSE requirements.
- Monitor progress through yard, sail-away, offshore hook-up, and start-up phases.
- Participate in systemization and Mechanical Completion (MC) / Ready for
- Commissioning (RFC) reviews.
- Coordinate interfaces between:
- FPSO Contractor
- Subsea / SURF contractors
- Drilling & Wells teams
- Operations and Maintenance teams
- FPSO Contractor
- Ensure seamless integration of topsides, hull, mooring, and subsea systems.
- Manage SIMOPS risks during offshore commissioning and start-up.
- Define and implement system/subsystem handover philosophy (MC RFSU RFO PAC/FAC).
- Witness and approve key commissioning tests, including:
- Utilities and power generation
- Process systems
- Safety systems (ESD, F&G)
- Offloading systems
- Utilities and power generation
- Ensure punch list management and close-out in line with contractual requirements.
- Support Provisional Acceptance Certificate (PAC) and Final Acceptance Certificate (FAC) processes.
- Ensure alignment between commissioning and operations readiness plans.
- Coordinate with Operations team for:
- Procedures and manuals
- Training and competency
- Spares, consumables, and logistics
- Procedures and manuals
- Verify that systems are handed over in a condition suitable for safe and efficient operations.
- Ensure commissioning activities comply with Company and regulatory HSE standards.
- Promote a strong safety culture and intervention where necessary.
- Review and approve:
- Commissioning risk assessments (HAZID, HAZOP follow-ups, SIMOPS)
- Permit to Work systems during commissioning
- Commissioning risk assessments (HAZID, HAZOP follow-ups, SIMOPS)
- Monitor contractor performance on safety KPIs.
- Ensure commissioning execution complies with the Lease & Operate contract.
- Track contractual milestones linked to:
- First Oil
- Performance testing
- Availability and reliability guarantees
- First Oil
- Support commercial and contract teams in resolving commissioning-related claims or deviations.
- Provide regular updates to Project Director and senior management.
- Report on:
- Commissioning progress
- Risks and mitigation actions
- Readiness for start-up and first oil
- Commissioning progress
- Participate in project reviews and gate approvals.
- Commissioning assurance reports
- System handover certificates
- First Oil readiness confirmation
- Commissioning KPI dashboards
- PAC/FAC technical inputs
- Act as the Company focal point for all commissioning activities performed by the FPSO Contractor.
Qualifications:
Education:
- Bachelor's degree in engineering (Mechanical, Process, Electrical, or equivalent).
Experience:
- 10+ years in offshore oil & gas, including FPSO projects.
- Proven experience in commissioning and start-up of FPSOs or offshore production facilities.
- Experience on Company side or strong exposure to operator requirements.
- Solid understanding of Lease & Operate contract frameworks.
