Senior Engineer, Cost Controller

Role Purpose:
The Senior Engineer, Cost Controller supports the Project Controls Manager in monitoring, forecasting, controlling, and reporting project costs across the approved project scope.
The role provides timely and reliable cost information covering budget, commitments, actuals, VOWD, accruals, forecast final cost, cashflow, trends, changes, and cost risks to support management decision-making.
Responsibilities include but are not limited to the following:
- Maintain project cost control data, including budget, commitments, actuals, accruals, VOWD, forecast final cost, and cashflow
- Prepare cost reports, package summaries, variance analysis, and management reporting inputs
- Support budget maintenance, reforecasting, estimate at completion (EAC), and phased cashflow updates
- Coordinate forecast inputs with Package Managers, contract holders, procurement, finance, and contractors
- Monitor contract commitments, purchase orders, variations, invoices, accruals, and cost allocation
- Support VOWD assessments to ensure alignment between reported cost, physical progress, and contract status
- Track cost impacts from trends, changes, claims, approved variations, and emerging risks
- Review contractor cost reports, progress claims, forecasts, and change submissions
- Identify and escalate cost risks, forecast movements, and potential overruns, ensuring timely resolution of cost allocation or coding issues
- Ensure compliance with Company HSSE policies and actively support HSSE initiatives across cost control activities
Qualifications include but are not limited to the following:
Education:
- Bachelor's Degree or diploma in Engineering, Quantity Surveying, Finance, Construction Management, Project Management, or related discipline
Experience:
- Minimum 8–10 years of cost control, project controls, or commercial cost management experience in oil and gas, offshore, marine, petrochemical, or major capital projects
- Experience in EPCI/EPC, FPSO, subsea, pipeline, fabrication, construction, commissioning, or offshore installation projects is preferred
- Experience reviewing contractor cost reports, progress claims, forecasts, change submissions, and cost-related deliverables in a multi-contractor environment
Skills:
- Knowledge
- Strong working knowledge of project cost control, forecasting, VOWD, commitments, accruals, cashflow, cost reporting, and change/trend management
- Knowledge of contracts, procurement, invoice processes, project cost structures, CSRA, and integrated cost/schedule reporting would be an advantage
2. Soft & Hard Skills
- Strong analytical, coordination, reporting, and stakeholder management skills
- Strong Excel/reporting capability; SAP, Oracle, Power BI, EcoSys, Cleopatra, or similar cost systems would be an advantage
- Able to challenge contractor submissions professionally and support evidence-based cost reporting under tight deadlines
