Job Title: Human Resources (HR) Manager

Position Summary:

The HR Manager is responsible for managing the full scope of human resources operations in a medium-sized company with approximately 200 employees. This includes overseeing recruitment, compensation and payroll, social security compliance, HRIS, training and development, workplace safety, and employee relations. The ideal candidate will also have experience in industries such as international freight forwarding and be familiar with managing outsourced service contracts, ensuring workforce compliance and alignment with operational goals.

Key Responsibilities:

1. Payroll and Compensation Management

  • Manage monthly payroll processing, ensuring accuracy in salary, allowances, deductions, and statutory contributions.
  • Work closely with finance and external payroll vendors to ensure timely and compliant payroll execution.
  • Maintain confidentiality of compensation data and ensure accurate recordkeeping.

2. Recruitment & Onboarding

  • Lead end-to-end recruitment, including job posting, interviewing, and onboarding.
  • Collaborate with department heads to understand hiring needs and workforce planning.
  • Ensure effective onboarding and orientation programs for new hires.

3. Social Security and Statutory Compliance

  • Oversee compliance with national labor laws and ensure timely registration and contributions to social security and other government schemes.
  • Coordinate audits and reporting to relevant authorities.

4. HRIS Management

  • Manage the company's Human Resource Information System (HRIS) for accurate employee data.
  • Produce reports and analytics for management insights on headcount, turnover, and compliance.

5. Training & Development

  • Identify training needs across departments and implement learning & development initiatives.
  • Organize compliance training, leadership development, and role-specific skill programs.
  • Maintain training documentation and monitor training ROI.

6. Workplace Safety & Compliance

  • Support implementation of workplace health and safety procedures in collaboration with relevant departments.
  • Coordinate safety drills, awareness training, and maintain incident reports.
  • Ensure compliance with occupational safety standards and legal requirements.

7. Employee Relations & General HR Operations

  • Address employee grievances, disciplinary actions, and conflict resolution in a fair and compliant manner.
  • Update and enforce HR policies and the employee handbook.
  • Organize employee engagement activities and wellness initiatives.

8. Vendor & Outsourcing Contract Oversight

  • Manage relationships with outsourcing partners (e.g., outsourced labor, cleaning, security).
  • Review and monitor outsourcing contracts to ensure compliance with labor regulations and service-level agreements.
  • Coordinate onboarding and offboarding for outsourced personnel as needed.

Accountabilities:

The HR Manager will be accountable for:

  1. Accurate and timely payroll processing
  2. Successful and timely recruitment & onboarding
  3. Compliance with labor, tax, and social security regulations
  4. Accuracy of employee records and HRIS data
  5. Effective implementation of training and safety programs
  6. Positive employee relations and resolution of grievances
  7. Compliance and cost control of outsourced labor contracts
  8. Policy implementation and internal HR audits
  9. Timely reporting of HR KPIs and analytics to management
  10. Maintaining strict confidentiality and data protection

Qualifications & Requirements:

  • Bachelors degree in Human Resources, Business Administration, or related field.
  • Minimum of 5 years of progressive HR experience, with at least 2 years in a managerial role.
  • Solid knowledge of payroll systems, labor laws, and HR operations.
  • Experience with HRIS platforms (e.g., HumanSoft).
  • Knowledge of occupational health and safety regulations and employee training best practices.
  • Strong leadership, organizational, and communication skills.
  • High level of integrity and discretion in handling confidential matters.

Preferred Qualifications:

  • Experience in international freight forwarding, logistics, or supply chain companies.
  • Familiarity with outsourcing contracts and managing outsourced workforce operations.
  • Understanding of local HR compliance issues, especially related to labor contracts.
  • Experience with multi-shift operations and workforce planning.
  • Good command of English
