Position Summary:
The Maintenance and Distribution Manager is responsible for maintenance of the company assets,
leadership of the distribution system and the company safety program. This role involves interfacing
with suppliers, government, customers, engineers and employees. The role works closely with the
Production Manager, the Engineering department, and the water treatment plant employees. The
individual should be knowledgeable of maintenance programs, the distribution system which includes
booster stations, reservoirs and pipelines. This person ensures, in conjunction with other plant and
distribution employees that all regulatory parameters are met within the distribution system and out of
compliance instances are reported to the Office of Drinking Water. This role is also responsible to ensure
safety regulatory compliance is met, by ensuring a process is in place to train all employees on
Workplace Health & Safety Regulations, audit for compliance and develop plans to meet any
deficiencies.
Essential Functions of the Job:
1. Maintenance of Assets
Develop and implement maintenance systems for asset management to ensure plans
are developed and implemented on a regular basis, while working with the Distribution
Coordinator, Lead Operators, Operations Manager and Engineering. Some components
are:
a. Plant components such as generators, air compressors and membranes.
b. Distribution components such as generators, pumps, and meters.
c. Electrical components such as, VFDs, CPU and HMIs
This program would be initially introduced in the distribution system and later rolled
out to the plants. This would include:
o Document a listing of all equipment inventory.
o Centralizing all equipment specification documents and manuals
o Identification of a preventative maintenance checks with frequency
o Identification of predictive maintenance devices (vibration and temperature
measurement, etc.)
o Identify long term major equipment replacement plan.
o Align with other resources on equipment standards.
Purchase product from suppliers and ensure an excellent working relationship.
Manage contractors working on the distribution network and support plants.
Ensure auditing of backflow devices across the company and provide education.
Support Plants and Distribution with maintenance work and during shutdowns.
Create SOPs for maintenance work and shutdowns.
Assist in setting and evaluating Asset management and maintenance budgeting and cost
tracking.
Develop and implement systems for a pro active, end of life, replacement plans.
Champion new initiatives for improved equipment life with plant and distribution
resources.
Investigate and recommend new or improved equipment or processes when needed.
Identify a list of primary vendors (approved contractors) that supply products and
provide service/ maintenance.
Ensure all external maintenance contracts are managed effectively (i.e.. generators)
2. Provide Leadership for the Distribution Department
Provide supervisory, coaching and support for the Distribution Staff.
Learn and understand the distribution system to enable complete back up to the
Distribution Coordinator
Primary ownership of the PVWC customer complaint program
Manage and participate in a rotating on call schedule for the distribution system.
Ensure a system for distribution locates is in place and effectively executed.
Support for the PVWC service connection, water connection, community planning and
MSTW requests owned by Engineering Department.
Ensure weekly collection of all distribution samples are completed.
Ensure adequate response to emergencies when they occur.
Ensure the appearance, mechanical, and electrical operation of the booster stations and
Altona office is maintained.
Ensure a good standard of housekeeping in maintained in all areas of your responsibility.
(Office, truck, booster stations and storage building next to office.)
Ensure daily report information is entered in a data program and analyze for trends.
Ensure reports and other documentation required by the Drinking Water Office are
completed.
Ensure an office filing system is maintained so that information is available on a
response basis for public access.
Work with other employees to identify and resolve any problems within the water
plants and distribution system.
Ensure Advisory Notification System is maintained for immediate communication to our
customers on any interruption in service or water quality issues.
3. Safety
Ensure a Safety Management System is maintained for the organization. (My Safety
Assistant On-line System or own manual system)
Ensure a Standard Operating Procedures (SOPs) are developed and aligned on with
plant Lead Operators.
Working with the Safety Committee Members and active employee input, maintain
and improve the exiting safety systems, such as inspections, training, documentation
and committees, to ensure a proactive approach and that any deficiencies are found
and followed up on.
Coordinate training and testing regarding safety (online, classroom, fit testing for
example).
Work with employees to ensure investigations of any Safety Incident are completed
documented and shared with employees.
Monitor and communicate any changes to the regulations.
Represent PVWC as the main contact with Workers Compensation of Manitoba and
Workplace Health & Safety Branch and 1 Life Safety. Ensure positive relationship with
them.
Identify and monitor spending of safety budget.
4. Personal Development & Other Duties
Ensure up to date on latest technology of water distribution, safety, asset management
and water treatment.
Monitor new developments through magazines, blog participation and use of social
media.
Attend conferences and training on annual basis to be current on new developments.
Support other employees during absence or overload situation.
Backup to Operations Manager
Backup to Distribution Coordinator
Ensure a good working relationship and rapport with PVWC employees, customers and
suppliers, to effectively deliver excellent service to our communities.
Represent the corporation on outside boards, at conferences, etc. (in a positive light).
Help at the WTP when needed.
Support other office employees when overloaded.
Provide regular communication of your initiatives to management and company
employees.
Participate in Leadership Meetings.
Promote the team concept to work together safely and have fun.
Other duties as assigned by Operations Manager.

6. Education and Experience:
Willing to obtain Water Distribution Class 3 Certification.
Engineering technology diploma degree, trade ticket or equivalent
water plant/distribution system experience an asset.
Public speaking experience
Computer skills (Word, Power Point, Excel, etc.)
Valid drivers licence
Working Conditions:
In an indoor office environment with sitting for extended periods of time, with some walking around the
office. Also, driving to 3 plants and throughout the distribution system is required. Required to do
physical work to assist plants and distribution in upsets, failures or regular maintenance. Some travel in
Canada for meetings and training.
