Job Title: Procurement Manager (Centralized Procurement Function)

We are hiring an experienced Procurement Manager to oversee end-to-end procurement operations within a centralized procurement function for a renowned business group in the UAE.
The role is responsible for driving efficient sourcing, supplier management, cost optimization, and governance compliance across multiple business entities. You will ensure procurement activities are executed in a timely, standardized, and compliant manner while supporting internal stakeholders with reliable purchasing solutions.
Key Responsibilities
1. Procurement Execution & Control
- Manage end-to-end procurement activities including sourcing, RFQs/RFPs, bid evaluations, and purchase order issuance across group entities
- Ensure procurement requirements are executed in alignment with approved budgets, specifications, and timelines
- Consolidate group-wide procurement to achieve cost efficiency, supplier optimization, and standardization
- Monitor procurement pipeline to ensure timely delivery of goods and services
2. Supplier & Contract Management
- Manage centralized supplier database including onboarding, prequalification, and performance evaluation
- Lead/support commercial negotiations within defined authority limits
- Ensure contract execution in coordination with Legal and alignment with agreed commercial terms
- Resolve supplier performance issues to ensure continuity and service quality
3. Governance & Compliance
- Enforce procurement policies, procedures, and approval matrices across all entities
- Ensure compliance with internal audit requirements and documentation standards
- Adhere to UAE regulatory frameworks, including customs and free zone requirements where applicable
- Identify and escalate procurement risks in a timely manner
4. Process Optimization & Systems
- Standardize procurement processes across all group entities
- Ensure effective use of ERP/procurement systems for PR-to-PO cycle management
- Track and report procurement KPIs including savings, spend, lead times, and supplier performance
- Drive continuous improvement initiatives to enhance efficiency and reduce cycle time
5. Stakeholder Management
- Act as the central procurement interface for all business units and corporate functions
- Coordinate closely with Finance, Legal, and Operations teams for seamless execution
- Guide stakeholders on procurement processes, timelines, and compliance requirements
- Ensure alignment between business needs and procurement execution
6. Team Management
- Lead and supervise the centralized procurement team of 4-5 people
- Allocate workload and monitor performance to ensure timely delivery
- Support training and development to strengthen team capability and efficiency
Qualifications & Skills
- Bachelor's degree in Business Administration, Supply Chain Management, or related field (MBA is a plus)
- CIPS, CPSM, or equivalent certification preferred
- 7–10 years of procurement experience, with 3–5 years in a managerial role within a centralized procurement setup
- Strong experience in sourcing, vendor negotiation, and contract management within UAE/GCC
- Good understanding of UAE procurement regulations and compliance frameworks
- Strong commercial acumen, negotiation, and stakeholder management skills
