About the job COO
Our client is an Education Group, and is seeking a highly experienced and strategic Chief Operating Officer (COO) to join the leadership team in HCMC. This is a pivotal role for a dynamic individual with a strong track record in university operations management and establishment projects. The COO will be responsible for overseeing the operational, financial, and administrative functions of the university, particularly in its establishment phase, ensuring seamless day-to-day operations while contributing to long-term strategic planning and institutional growth.
Responsibilities:
1. University Setup & Operational Management:
- Lead and coordinate the operational setup of the university, including infrastructure, facilities, staffing, systems, policies, and processes
- Ensure timely and efficient delivery of operational milestones in alignment with the university's strategic plan and licensing requirements.
- Oversee all campus operations, including facilities management, student services, IT services, procurement, security, and health & safety.
2. Strategic Planning & Leadership:
- Work closely with the President and Board to develop and implement operational strategies that support the university's mission and vision.
- Provide leadership and direction to all operational and administrative departments, ensuring operational excellence, cost efficiency, and service quality.
- Act as a key member of the executive leadership team, contributing to institutional decision-making and future planning.
3. Financial & Compliance Management:
- Develop and manage operational budgets in collaboration with the Finance Director, ensuring optimal allocation of resources.
- Ensure the university's operations comply with local government regulations, accreditation bodies, and international education standards.
- Oversee risk management, governance processes, and business continuity planning.
4. People Management & Organizational Development:
- Build, lead, and mentor operational and administrative teams, promoting a collaborative, high-performance culture.
- Oversee recruitment, onboarding, training, and performance management processes for operational staff.
- Foster a student-focused, service-oriented operational environment.
5. External & Institutional Partnerships:
- Liaise with government authorities, contractors, service providers, and academic partners to support the university's setup and operations.
- Manage vendor relationships and negotiate service agreements to support operational needs.
Qualifications:
- Bachelor's degree in business administration, Operations Management, Education Management, or related field (Ph.D. degree preferred).
- Minimum of 15 years of senior operational leadership experience, preferably within the education sector or large-scale service organizations.
- Proven experience in setting up or restructuring educational institutions or multi-functional service organizations.
- Strong knowledge of Vietnamese education regulations, licensing processes, and operational requirements (preferred).
- Exceptional leadership, organizational, and project management skills.
- Able to travel frequently
- Strong financial acumen and operational budgeting experience.
- Excellent interpersonal, negotiation, and stakeholder management abilities.
- Proficient in English and Vietnamese (both spoken and written).
