Cambodia: Head of PMO (Banking)

Purpose Statement

We are seeking an experienced Head of PMO to oversee the delivery of large-scale digital/IT initiatives at one of Cambodias most respected and well-established banks. The successful candidate will manage end-to-end IT projects that strengthen customer-facing platforms, enhance payment systems, and modernize data integration, ensuring the bank remains at the forefront of digital transformation.

What You'll Do

•   Lead and oversee complex, cross-functional projects from initiation to delivery.
•   Drive strategic execution using tools like Jira and Microsoft Project.
•   Collaborate across departments to ensure alignment, transparency, and timely delivery.
•   Champion project governance and best practices within a PMO framework.

Typical Responsibilities

Customer-Facing Platforms

• Oversee mobile banking app upgrades (biometric login, instant card freeze, QR payments, eKYC onboarding).
• Manage internet banking portal redesigns, including new UX dashboards and wealth/insurance integrations.
• Implement digital onboarding and eKYC solutions (ID verification, selfie biometrics, digital signatures).
• Supervise deployment of loan origination systems (LOS) with automated credit scoring and digital approvals.

Payments & Transactions

• Deliver real-time payments integration for domestic and cross-border transfers.
• Oversee merchant acquiring platform rollouts (POS + QR code, settlement, reporting, merchant dashboards).
• Lead wallet and super-app feature launches (peer-to-peer transfers, bill payments, mobile top-ups, loyalty points integration).

Data, Analytics & Integration

• Direct the build and optimization of enterprise data warehouses/lakehouses to consolidate banking and CRM data.
• Deliver business intelligence dashboards for self-service reporting on deposits, loans, and branch performance.
• Lead open banking/API initiatives to securely integrate with fintechs and partners, ensuring regulatory compliance and customer consent.

What Were Looking For

•   Proven experience managing complex projects, ideally in banking or fintech.
•   PMO certification is highly preferred.
•   Exceptional interpersonal and stakeholder management skills.
•   Strong command of project management tools (MS Project, etc.).
•   A strategic thinker with a hands-on approach to problem-solving and delivery.
