Business Process Consultant – HCM (Oracle Fusion HCM)

Job Purpose
The Business Process Consultant – HCM will lead the transformation of Human Capital Management processes across M**** Holdings LLC. The role is central to implementing, optimising, and innovating HR digital solutions using Oracle Fusion HCM, enabling the organisation to attract, develop, and retain talent while improving operational efficiency and ensuring full compliance with UAE Labour Law, MOHRE regulations, and Emiratisation requirements.
Key Responsibilities and Accountabilities
- Analyse and map end-to-end HCM processes including Core HR, Recruitment, Onboarding, Payroll, Time & Attendance, Absence Management, Talent Management, and Learning. Identify gaps, inefficiencies, and control weaknesses, and design optimised future-state processes.
- Lead implementation and optimisation of Oracle Fusion HCM modules (Core HR, Payroll, Absence Management, Talent Management, ORC, Learning) aligned with organisational HR strategy.
- Conduct stakeholder workshops for requirements gathering, as-is process documentation, gap analysis, and to-be process design across all HR functions.
- Ensure all HR process designs comply with UAE Labour Law, MOHRE regulations, WPS (Wage Protection System), GPSSA/GOSI requirements, and Emiratisation policies.
- Develop comprehensive HR documentation including Business Requirement Documents (BRDs), SOPs, HR policy frameworks, process flow diagrams, data dictionaries, and RACI matrices.
- Collaborate with HR leadership, IT teams, and Oracle implementation partners to ensure seamless integration between Oracle Fusion HCM and payroll, time tracking, and Finance systems.
- Design and deliver HR dashboards and workforce analytics reports using Oracle Analytics Cloud (OAC) or equivalent BI tools (Power BI / Tableau).
- Drive automation of HR processes including onboarding/offboarding, payroll processing, leave management, performance management, and employee lifecycle workflows using Oracle tools and RPA solutions.
- Lead UAT, data migration validation, parallel payroll runs, cutover planning, and post-go-live support activities.
- Drive change management initiatives, develop training materials, and ensure strong user adoption across all business units.

Qualifications
- Bachelor's degree in Human Resources Management, Business Administration, or equivalent (mandatory)
- 5+ years of experience in HCM process consulting, HR digital transformation, or Oracle Fusion HCM implementation
- 3+ years of HR functional experience preferred
Experience Requirements
- Proven experience in HR process redesign and Oracle Fusion HCM implementations
- Strong knowledge of UAE Labour Law, MOHRE regulations, WPS, GPSSA/GOSI, and Emiratisation policies
- Experience in HR automation using Oracle tools or RPA platforms
- Strong background in requirements gathering, workshops, gap analysis, and HR documentation
- Experience in change management, training, and enterprise-wide HR system adoption
Skills
- Strong expertise in Oracle Fusion HCM
- Deep understanding of HR processes and workforce lifecycle management
- Strong knowledge of UAE HR compliance frameworks (Labour Law, WPS, Emiratisation)
- Experience with HR analytics tools (Oracle Analytics Cloud, Power BI, Tableau)
- Excellent facilitation, communication, and stakeholder management skills
- Ability to engage HR leadership and C-level stakeholders effectively
- English proficiency required (Arabic is an advantage)
Engagement Model & Commercial Terms
- Contract duration: 6 months, extendable based on performance and project needs
- Work arrangement:
- First 3 months: Onsite in UAE (Abu Dhabi / Al Ain)
- Remaining period: Remote from Egypt, with travel to UAE as required during key phases
- Compensation: Monthly basic salary (offshore rate basis)
- Travel expenses: Fully covered by client (based on actuals and prior approval)
- Per diem: Daily allowance for meals and living expenses during onsite deployment
- Additional costs: Accommodation, transportation, and onsite-related expenses covered by client
