Job Purpose
The Senior Oracle HCM Consultant will lead the design, implementation, configuration, and optimization of Oracle Human Capital Management applications, with a specialized focus on Oracle Payroll. Acting as a critical techno-functional bridge between HR/Payroll stakeholders and underlying technical components, this individual will translate complex workforce, statutory compliance, and payroll rules into scalable Oracle solutions. The ideal candidate brings strong functional expertise in payroll lifecycles combined with the technical capability to write, debug, and maintain complex backend components within Oracle environments.
Key Responsibilities
- Solution Design & Implementation: Lead end-to-end full lifecycle implementations, upgrades, or migrations of Oracle SPHR/HRMS applications, primarily focused on Oracle E-Business Suite (EBS R12) environments.
- Payroll & Process Configuration: Design, configure, and maintain core Oracle Payroll and Human Resources components, including earnings/deductions elements, payroll definitions, salary basis, balances, and calculation cards.
- Techno-Functional Development: Write, modify, and optimize complex Oracle Fast Formulas for payroll, absences, and benefits. Debug payroll runs, retro-pay processes, and costing execution using backend tools and SQL queries.
- Technical Collaboration & RICEW: Define technical specifications and build/maintain RICEW objects (Reports, Interfaces, Customizations, Extensions, Workflows). Develop data conversion scripts, APIs, and custom integrations to interface Oracle Payroll with external banks, benefits providers, or third-party vendors.
- Business Process Mapping: Conduct requirement-gathering workshops, fit-gap analysis, and future-state business process design across core HR and payroll streams:
- Hire-to-Retire (H2R)
- Time-to-Pay (Time & Labor and Payroll lifecycle reconciliation)
- Reporting & Analytics: Design and build localized legislative payroll reports, statutory tax filings, year-end forms (e.g., W-2, T4, or country equivalents), and reconciliation dashboards using tools like BI Publisher, Discoverer, or SQL/PL-SQL queries.
- Testing & Quality Assurance: Lead System Integration Testing (SIT) and User Acceptance Testing (UAT) cycles for payroll legislation updates (Vertex/Patching), including parallel payroll testing, test script creation, and defect resolution.
- Change Management & Training: Develop comprehensive technical and functional documentation, deliver end-user workshops for payroll processing teams, and guide the business through monthly/year-end processing and cutover windows.
- Required Experience & Qualifications
- Education: Bachelor's degree in Information Technology, Computer Science, Human Resources, Finance, or a related field. (An MBA, technical certifications, or Certified Payroll Professional (CPP) status is a strong plus).
- Experience:
- Minimum of 5+ years of hands-on experience working with Oracle HCM/HRMS applications.
- Proven track record of leading at least 2–3 full-lifecycle Oracle Payroll and Core HR implementations.
- Techno-Functional SCM/HR Skills: Master-level capability in writing and debugging Oracle Fast Formulas, PL/SQL packages, stored procedures, database triggers, and advanced SQL querying for data verification and payroll auditing.
- System Knowledge (EBS vs Cloud):
- Required (Basic): Comprehensive hands-on functional and technical knowledge of Oracle EBS HRMS (R12) architecture, payroll interfaces, and underlying database tables.
- Preferred (Optional Asset): Familiarity with Oracle Cloud HCM (Fusion) architecture, including HCM Data Loader (HDL), HCM Spreadsheet Data Loader (HSDL), HCM Extracts, and Fast Formulas in the cloud.
- Functional Payroll Expertise: Deep understanding of localized payroll legislation, statutory deductions, tax withholdings, wage attachments, retroactive processing, general ledger costing, and mid-month/end-of-month processing mechanics.
Preferred Soft Skills
- Excellent client-facing, communication, and presentation skills—ability to explain complex technical Fast Formulas and backend logic in simple business terms to payroll operators.
- Strong analytical, debugging, and troubleshooting capabilities with a zero-error threshold regarding sensitive employee payroll and compensation data.
- Proven ability to mentor and guide junior technical developers or internal payroll analysts.
