Purpose of the job

To support the companys short- and long-term business plans by providing senior-level technical expertise in administering and optimizing Online Charging (OCS), Policy Control (PCRF/PCF), and billing-integrated charging environments. The Advisor ensures high availability, optimal performance, and continuous improvement of charging production nodes, while guiding product teams on charging capabilities that enhance revenue, customer experience, and operational efficiency. The role also includes evaluating new features, ensuring readiness for market demands, and maintaining governance of charging systems and related vendor activities.

Duties and responsibilities

  • Ensure effective governance of SLAs and KPIs controlling service availability, delivery quality, and response time in line with business needs and available resources.
  • Set technical directions for annual departmental plans, ensuring alignment with company strategy and product roadmap.
  • Monitor and support execution of the Product & Services roadmap from a charging perspective.
  • Evaluate, approve, and maintain technical standards, policies, and procedures for the Charging Administration function.
  • Provide inputs to budgeting and capacity forecasts, ensuring readiness for growth and new services.
  • Assess and validate all new system upgrades, ICP uplifts, and vendor releases for Ericsson and Huawei OCS/PCRF/PCF platforms.
  • Analyze the impact of new capabilities on the charging ecosystem and ensure compatibility with billing and policy control domains.
  • Lead acceptance testing, feature validation, and technical sign-off to support innovative, market-driven services.
  • Ensure proper documentation, knowledge transfer, and integration readiness.
  • Drive continuous improvements to system performance, scalability, and reliability using best practices and modern platform capabilities.
  • Propose enhancements that reduce operational complexity, improve customer experience, and maximize revenue capture.
  • Identify automation opportunities across charging workflows, configuration management, and monitoring processes.
  • Stay updated on industry trends to introduce innovative charging and policy control ideas.
  • Effectively manage the Availability, delivery and the general health for Charging system.
  • Ensure availability, stability, and overall health of OCS, PCRF/PCF, and charging-related systems.
  • Recommend proactive actions to eliminate risks, reduce incidents, and maintain smooth service operations.
  • Perform situational analysis and lead timely resolution of technical issues while coordinating with cross-functional teams.
  • Ensure service levels meet both current business needs and future growth demands.
  • Provide technical leadership to system owners, operational teams, and support personnel.
  • Ensure vendor contracts, SLAs, and support models (Ericsson/Huawei) meet operational and service requirements.
  • Act as the senior subject matter expert (SME) for charging architecture, integrations, and system behavior.
  • Assess, develop, test and Validate commercial projects
  • Support in interviewing and selecting technical candidates when required.
  • Provide technical expert guidance and knowledge-sharing for team members to ensure continuous skill development.

Job specification

Education

  • Bachelors degree in Communication and Electronics or Computer Science, Engineering, Telecommunications, or related IT discipline.

Experience

  • Minimum 7 years of experience in Online Charging Systems (OCS), PCRF/PCF, policy control, and GSM/4G/5G charging concepts.
  • Hands-on experience with Ericsson and Huawei Charging & Policy platforms is preferred.
  • Strong exposure to integrations between charging, billing, and network elements.
  • Experience in deployment, operations, and maintenance of large-scale, high-availability systems.
  • Proven ability to manage and deliver charging-related projects and feature rollouts.
  • Demonstrated leadership in handling major incidents, capacity planning, and service improvement initiatives.

  • Expert knowledge of OCS architecture, PCRF/PCF, rating & charging principles, and online/offline flows.
  • Strong understanding of billing integrations, network triggers, and service provisioning flows.

  • Experience with vendor tools, upgrades, audits, and acceptance (Ericsson & Huawei).
