PAFCPIC Privacy Policy for Manatal Services

I. Policy Statement

The Philippine Army Finance Center Producers Integrated Cooperative (PAFCPIC) is committed to protecting the privacy rights of its members, employees, applicants, and stakeholders. In line with the Data Privacy Act of 2012 (RA 10173), its Implementing Rules and Regulations, and issuances of the National Privacy Commission (NPC), this Privacy Policy outlines how PAFCPIC collects, uses, stores, shares, and protects personal information processed through Manatal Services, the Cooperative’s chosen applicant tracking and recruitment management system.

II. Purpose

This policy aims to:

  1. Ensure lawful, fair, and transparent processing of personal data through Manatal Services.
  2. Inform applicants, employees, and stakeholders about how their information is handled during recruitment and related HR activities.
  3. Establish safeguards that protect the confidentiality, integrity, and availability of personal data.
  4. Demonstrate PAFCPIC’s accountability and compliance with data privacy standards.

III. Scope

This Privacy Policy applies to all:

  1. Applicants who submit their information through PAFCPIC’s recruitment channels integrated with Manatal.
  2. Employees whose data may be processed within the system.
  3. Authorized HR personnel and hiring managers who access and use Manatal.

IV. Personal Data Collected

PAFCPIC, through Manatal, may collect and process the following categories of data:

  1. Identifying Information: Full name, date of birth, gender, photo.
  2. Contact Information: Address, email address, phone number.
  3. Employment History: Resume, work experience, references.
  4. Educational Background: Degrees, certifications, academic records.
  5. Other Information: Skills, professional affiliations, and information voluntarily submitted by applicants.
  6. Sensitive personal information (e.g., government-issued IDs, health declarations, character references) may also be collected if necessary for employment.

V. Legal Basis for Processing

Personal data processed through Manatal is handled based on:

  1. Consent – Applicants voluntarily provide their information.
  2. Contractual Necessity – Data is processed as part of pre-employment or employment requirements.
  3. Legal Obligations – Compliance with labor laws and cooperative regulations.
  4. Legitimate Interests – Ensuring efficient and transparent recruitment operations.

VI. Use of Personal Data

Collected data will be used strictly for:

  1. Recruitment and applicant tracking.
  2. Screening, evaluation, and shortlisting of candidates.
  3. Scheduling interviews, tests, and examinations.
  4. Communicating recruitment decisions.
  5. HR database management for onboarding and employee records.

VII. Data Sharing and Disclosure

PAFCPIC shall not sell, trade, or share applicant data for unauthorized purposes.

  1. Data may only be shared with:
    1. Authorized HR personnel and decision-makers within the Cooperative.
    2. Manatal Services (as data processor).
    3. Regulatory bodies when required by law.
  2. Cross-border data transfers (if applicable) will comply with NPC rules on international data processing.

VIII. Data Retention and Disposal

  1. Applicant data will be retained only as long as necessary for recruitment purposes, or as required by law.
  2. Records of unsuccessful applicants will be securely deleted after three (3) years, unless consent for future job opportunities is obtained.

IX. Data Security Measures

PAFCPIC and Manatal shall implement organizational, physical, and technical safeguards including:

  1. User access controls and authentication.
  2. Encryption of data in transit and at rest.
  3. Regular system audits and monitoring.
  4. Incident and breach management protocols.

X. Rights of Data Subjects

Applicants and employees whose data are processed through Manatal are entitled to:

  1. Right to be Informed – Know how their data is collected and used.
  2. Right to Access – Request a copy of their personal data.
  3. Right to Rectification – Request correction of inaccurate or outdated data.
  4. Right to Erasure or Blocking – Withdraw consent or request deletion of data, subject to legal and contractual limitations.
  5. Right to Data Portability – Request copy of the processed data also to transfer of their personal data to another entity when applicable.
  6. Right to File a Complaint – Lodge complaints before the NPC if rights are violated.
  7. Transmissibility of Rights of the Data Subject -The lawful heirs and assigns of the data subject may invoke the rights of the data subject to which he or she is an heir or an assignee, at any time after the death of the data subject, or when the data subject is incapacitated or incapable of exercising the rights

XI. Third-Party Agreements

PAFCPIC shall execute Service Level Agreement (SLA) with Manatal Services (Manatal.Co.Ltd) to ensure compliance with RA 10173 and international best practices. This includes provisions on data privacy and security safeguards and return or deletion of data upon contract termination.
