EXTERN Domain Decommission Project, Source Code Migration to GitHub and SPO Migration Projects
Scope:
Project 1: EXTERN Domain Decommission Project
The EXTERN Domain Decommission Project is a Technology Debt Mitigation initiative focused on retiring the EXTERN Active Directory domain as an enterprise authentication service. The project transitions all dependent applications to Alberta.ca accounts, establishing a single, modern identity platform for external access to government systems. The work requires close coordination with application teams and cybersecurity stakeholders to assess existing authentication integrations, define required changes, and guide systems through readiness, development, testing, and implementation. Once all applications are transitioned, remaining EXTERN user accounts and supporting infrastructure will be fully decommissioned, reducing legacy security risk and supporting the GOAs cybersecurity strategy.
Project 2: Source Code Migration to GitHub
The Source Code Migration to Enterprise GitHub project is an enterprise modernization initiative to consolidate all Government of Alberta application source code into a centrally managed, secure GitHub environment. The project improves security, governance, and traceability by enabling standardized vulnerability scanning and consistent DevOps practices. The Project Manager leads repository assessments, migration planning, and execution in collaboration with application service owners, technical teams, and vendors. Migration activities are prioritized based on application risk and value, ensuring alignment with the Technology Debt Mitigation program and enterprise DevOps security standards.
Project 3: SPO Migration Project
The SharePoint 2016 to SharePoint Online Migration Project modernizes the GOAs enterprise content management platform by moving more than 18,000 legacy SharePoint sites to Microsofts cloud based SharePoint Online service. The initiative addresses end of support risks, improves collaboration and accessibility, and reduces reliance on aging on premises infrastructure. The project includes remediation of legacy content, workflows, and permissions, as well as re establishing external access using Azure AD guest accounts in alignment with the EXTERN domain decommissioning. Delivery requires coordination with Information Management, Cybersecurity, FOIP, and partner ministries to ensure risks are managed and service continuity is maintained.
Duties:
Responsible for coordinating and delivering IT projects from initiation through completion. This includes overseeing all project activities, establishing timelines, assigning tasks, and tracking progress to ensure objectives are met. Maintains effective working relationships with project teams, vendors, and cross‑departmental partners. Provides clear, timely progress updates and prepares status reports for senior management.
Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries enterprise architecture.
Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
Manage multiple projects, project resources and project governance.
Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the projects objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
Develop, as required, related requirements documentation.
In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
Provide leadership and assistance to business and project teams that require change management and communication support.
Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
