 Job Description:

The incumbent will support the Foundation’s delivery of healthcare service through managing donations and non-patient billing, ensuring prompt collection and monitoring, as well as handling Treasury and Grant matters. Key responsibilities include the followings:
  • Efficient management of company’s cashflow including cash requirement forecasts, liquidity management and banking operations
  • Manage portfolio of fixed deposits for optimal interest rate returns in placement and renewal
  • Monitor utilisation of Grants (Deferred CST / SAE / C&S Grants) and Capital Donations (Deferred Capex Donations), and ensure proper accounting entries are recorded
  • Collaborate with internal stakeholders to apply for appropriate grants and submission of applications
  • Investment
  • Monitor Investment portfolio and liaise with Fund managers
  • Provide regular updates to Management and Investment Committee (monthly, quarterly and exception reports)
  • Act as Secretariat for the Investment Committee
  • Oversee Donations operation, ensuring accurate collection and records
  • Monitor Fundraising Projects and ensure compliance with NCSS requirements, including timely application of fundraising permit and submission of SOA to NCSS
  • Liaise with IRAS on donation related matters in partnership with Donor & Volunteer Management Department and oversee annual submission of donation records to IRAS for auto-inclusion
  • Assist in matters relating to IPC including renewal of IPC status, update on the Charity Portal, and submission of yearly reports and audited statements
Non-Patient Related Services
  • Oversee billing for non-patient related services and monitor outstanding payments
  • Ensure proper accountability for miscellaneous receipts in bank account, such as insurance and staff-related matters
On-going daily operations duties include :
  • Ensure timely & accurate accounting of donations and non-patient related income; review staff work and monitor staff performance
  • Perform monthly accounts closing, prepare management accounts & statistics and financial performance with appropriate variance analysis
  • Compile reports & statistics for internal stakeholders
  • Prepare audit schedules for statutory audit. Coordinate with external auditors for annual statutory audit and certification.
  • Handle ad-hoc enquires and requests from other departments, donors, auditors, and government agencies.
Requirements :
  • Degree in Accountancy or accounting/business related discipline
  • 5 - 7 years of accounting/finance experience, preferable in hospital or health-care institution and in a supervisory capacity
  • Prior treasury experience will be an added advantage
  • Fast learner
  • Strong communication skills, esp. with the ability to communicate with people at all levels
  • Good personality with patience, tolerance and helpfulness
  • A team player who can interact and work well with other depts.
  • Strong organisation skills and attention to details
  • Able to work under pressure and meet deadlines
