Manager, Strategic Procurement and Contracts Management

 Job Description:

Responsibilities:

  • Develop and implement strategic procurement plans to support business objectives and drive cost savings.
  • Identify opportunities for process improvement and optimization within the procurement function.
  • Monitor market trends and industry developments to devise procurement strategies and influence decision-making.
  • Undertake tender and contract administration of the contract agreement, including preparation of the Schedule of Rate and compilation of Star rate
  • Conduct tender interviews, seek clarifications and prepare tender evaluation/ recommendation reports
  • Comply with government procurement procedures for calling tenders/ quotations and recommending awards of contracts to the Clients tender board
  • Prepare tender documents pertaining to the building maintenance
  • Involve in preparation of specification and scope of works for various services, formulation of service standards and standard operating procedures according to Client's needs
  • Administer term contracts by ensuring the contracts are performed in accordance with the terms and conditions
  • Ensure final accounts with term contractor are settled within timeline as stipulated in contract agreement
  • Provide contracts administrative support and tender document preparation to the department
  • Participate in meetings with contractors/ end users to ensure purchasing procedures are adhered from sourcing to award of contractors
  • Analyse tender results and submit to evaluation reports
  • Ensure service delivery of contracts & timely completion of documentation
  • Compile and verify invoices / interim payment to ensure accuracy in purchase orders / certifications
  • Conduct site tender briefing to tenderers
  • Involve in calling of quotations to assist in budgetary forecasts
  • Undertake any duties as and when assigned by superior

Requirements:

  • Degree/Diploma in Supply Chain management, Building Services, Contracts Management, Quantity Surveying or its equivalent
  • Proven experience (5+ years) in procurement and contract management with a focus on integrated facilities management.
  • Team player with strong negotiation and communication skills.
  • Knowledge of facility management principles, best practices, and industry standards.
  • Familiarity with relevant regulations and compliance requirements.
  • Excellent organizational and problem-solving abilities.
  • Proficient in using contract management software and eProcurement platform.
