About the job SENIOR BUYER

  • Procures various non-technical and standard technical materials, and services on a competitive basis in accordance with departmental policies and procedures and/or specification requirements.
  • Reviews purchase orders and contracts for completeness, accuracy and compliance with departmental policies and procedures.
  • Reviews requisitioned materials, equipment or services to see if they can be purchased via contract.
  • Gathers and compiles verbal and written bids.
  • Tabulates bids and evaluates price quotes and compares to specifications.
  • Research vendors and evaluates their ability to provide and the availability of quality materials, equipment and services.
  • Selects or recommends the most advantageous bid.
  • Schedules and expedites delivery and resolves any discrepancies with vendor.
  • Maintains requisitions and purchase order files and logs.
  • Provides procurement backup to other buyers within the section.
  • Assists in special projects as needed.
  • SAP experience and MS Office Suite necessity.
  • Must have a valid Texas Driver's License and must comply with policy AP2-2 on driving.

SPECIFICATIONS

  • COMPLEXITY: Work requires the direct application of a variety of procedures, policies and/or precedents. Moderate analytic ability is required in applying guidelines, policies and procedures, and in adapting standard methods to fit facts and conditions
  • IMPACT OF ACTIONS: Errors in work could lead to moderate expenses and inconveniences. Work is typically performed under limited supervision with alternating periods of relative autonomy and general review. The supervisor generally plays a substantial role in setting objectives and organizing work
  • SUPERVISION EXERCISED: Direct Supervision: Involves scheduling, supervision and evaluation of work as a 'first-line supervisor'; recommends personnel actions such as hirings, terminations, and pay changes of nonsupervisory personnel .Indirect Supervision: No indirect reports
  • CONTACTS: Internal Contacts: Level of internal contact is primarily with professionals and supervisors. Interaction requires considerable tact and cooperation involving somewhat sensitive issues or problems .External Contacts: Level of external contact is primarily with citizens, visitors and/or mid-level representatives of government agencies, guests, vendors and professional contacts with allied organizations. Interaction requires moderate tact and cooperation; e.g., responding to questions which require some research to provide the correct answer.

MINIMUM QUALIFICATIONS

  • KNOWLEDGE: Requires a Bachelor's degree in Business Administration, Materials Management, Purchasing or a closely related field
  • EXPERIENCE: Four years of professional buying experience are required. Professional buying experience may substitute for the above education requirement on a year-for-year basis.

WORKING CONDITIONS

  • PHYSICAL EFFORT: The position is physically comfortable; the individual has discretion about walking, standing, etc
  • WORK ENVIRONMENT: There are no major sources of discomfort, i.e., essential normal office environment with acceptable lighting, temperature and air conditions
  • PHYSICAL SKILL: Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements. Must have a valid Texas driver's license and must comply with the City of Houston policy Ap2-2 on driving .
