Job Details

The Digital Transformation Agency is creating a maturity model to assess agencies digital capabilities. The base model has been defined.

The contractor will support the refinement of the digital maturity model, focusing on measuring each pillar, developing a scoring rubric, and defining analysis approaches at agency and whole-of-government levels. The scoring model must account for agency size and function variations and be suitable for longitudinal analysis to measure change over time through planned interventions.

Key Duties and Responsibilities

  • Support a multi-disciplinary team to develop a self-assessment tool to measure digital maturity

  • Develop a scoring framework that accounts for variation in agency size and function

  • Design a methodology for analysing survey data at individual, cohort, and longitudinal levels

  • Document survey design and analysis plans clearly for non-technical audiences

  • Build team capability in survey design, rubric development, meaningful insights, and impactful communication

Selection Criteria

Individual responses to each criterion (max 3000 characters each)

Essential Criteria

  1. Experience in survey validation/developing scoring frameworks (40%)

  2. Experience in survey design, survey analysis and reporting (20%)

  3. Ability to design an analysis plan for individual responses, comparison across cohorts, and longitudinally (20%)

  4. Demonstrated excellent written and verbal communication, including the ability to communicate complex technical ideas to non-technical audiences (20%)

Desirable Criteria

  1. A current baseline security clearance (or ability to obtain) (50%)

  2. Tertiary qualifications in statistics, mathematics, survey design, business analytics, economics/econometrics, or another relevant field (50%)
