We are currently seeking a dedicated and accomplished Senior Procurement Manager for the Hudson Tunnel Project (HTP). This is a once in a lifetime opportunity to contribute to this landmark project that is poised to deliver transformative impacts across economic, transportation, and environmental sustainability.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

As the Senior Procurement Manager, you will play a pivotal role in the delivery of this significant project. Responsibilities

  • Assisting with the procurement and contract administration for a variety of contracts, including architects, engineers, general contractors, and equipment vendors.
  • Conducting prequalification and shortlisting of suppliers through bid analysis, making award recommendations.
  • Directing negotiations on pricing agreements with external partners using carefully prepared competitive benchmarking and trend analysis data.
  • Managing contract preparation, finalization, and administration with rigorous attention to detail.
  • Managing the onboarding of on-site supplier teams and foster a positive supplier relationship through expert liaison with site and vendor teams.
  • Creating weekly reports and dashboards to monitor overall progress and identify any risk in the supply chain.
  • Developing, implementing and managing supply chain strategies on a global scale.
  • Conducting production planning and supplier capacity modelling as required.
  • Working collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.

Qualifications

  • Bachelor's degree in procurement, supply chain management, or a related field;  a combination of education and experience will be considered.
  • Experience leading procurement for multibillion dollar capital construction projects, programs, and/or portfolios.
  • Experience in procurement or supply chain management in the construction industry.
  • Experience working with PANYNJ, NJT, MNRR, LIRR, NYCT, and MTA.
  • Proven experience in reporting, data analysis, and presentation development.
  • Strong proficiency in data analysis tools and software (e.g., Microsoft Suite, MS Project, Primavera P6 Scheduling Software).
  • Excellent oral and written communication skills.
  • Experience in managing relationships with key stakeholders.

The estimated starting salary for this position is $140,000 - $180,000. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
