About the job People & Culture Development Manager (PCDM)
The People & Culture Development Manager (PCDM) is responsible for leading and strengthening the organization's people strategy, employee development, organizational culture, and HR operations. This role partners closely with department leaders to understand workforce requirements, align manpower plans with corporate recruitment, build internal leadership capability, and promote a high-performance and accountable culture.
The ideal candidate is a strategic yet hands-on HR leader with strong knowledge of Philippine labor laws, experience managing people and HR operations, and a passion for developing employees and improving organizational processes.
Key Responsibilities
Strategic People & Culture Management
- Develop and implement people and culture strategies that support the organization's business objectives, growth plans, and workforce requirements.
- Partner with department heads and business leaders to identify manpower needs and ensure alignment with the corporate recruitment team for effective sourcing, screening, and hiring.
- Drive employee engagement, retention, performance, and organizational development initiatives.
- Foster a collaborative, accountable, and high-performance workplace culture.
Performance Management & Organizational Accountability
- Interpret and utilize EOS Scorecards to monitor team performance, identify gaps, and drive organizational discipline and accountability.
- Partner with leaders to establish clear performance expectations, measurable goals, and accountability mechanisms.
- Support the development and implementation of performance improvement and employee development plans.
- Provide coaching and guidance to managers on people management, performance concerns, and team effectiveness.
Learning & Leadership Development
- Identify training and development needs across the organization and implement programs that support employee growth and career progression.
- Develop initiatives focused on upskilling employees and building internal leadership capacity.
- Create and support succession planning and leadership development programs.
- Coach managers and emerging leaders to strengthen their people management and leadership capabilities.
Employee Relations & HR Compliance
- Manage employee relations concerns and facilitate effective conflict resolution between employees and stakeholders.
- Ensure HR policies, practices, and employee programs comply with applicable Philippine Labor Laws and regulations.
- Maintain a strong understanding of compliance requirements related to employees and Independent Contractors/Virtual Assistants (VAs).
- Provide sound HR guidance and recommendations to management while balancing business needs and employee welfare.
Process Improvement & HR Operations
- Review and optimize HR and people-related processes to improve efficiency, consistency, and employee experience.
- Apply continuous improvement principles and a Lean Six Sigma mindset to identify workflow gaps and implement practical solutions.
- Develop, improve, and maintain HR policies, processes, and operational standards.
- Collaborate cross-functionally to ensure effective execution of people initiatives and organizational priorities.
Qualifications
- Bachelor's degree in Human Resources, Psychology, Business Administration, Management, or a related field.
- 8–10 years of progressive experience in Human Resources, People Operations, Organizational Development, or related functions.
- At least 5 years of experience in a managerial or leadership role.
- Demonstrated experience partnering with business leaders to identify manpower requirements and coordinate with recruitment teams on sourcing and screening strategies.
- Strong ability to interpret and utilize EOS Scorecards to drive performance, accountability, and organizational discipline.
- Exceptional negotiation, communication, and conflict resolution skills.
- A collaborative team-player with the ability to work effectively across multiple departments and leadership levels.
- Strong passion for employee development, upskilling, leadership development, and succession planning.
- Thorough knowledge of Philippine Labor Laws, HR best practices, and regulations applicable to Independent Contractors/Virtual Assistants.
- Strong analytical, problem-solving, and decision-making skills.
- Experience in process improvement, workflow optimization, or operational excellence initiatives.
- Certified Lean Six Sigma Yellow Belt is preferred, or demonstrated experience and mindset in continuous improvement and process optimization.
