About The Role

Port of Tanjung Pelepas (PTP), Malaysia's leading transshipment hub, is seeking a highly driven and experienced professional to join our HSSE & Sustainability Division as a Senior Executive, Safety Assurance & Systems (SHO). This role plays a critical part in ensuring operational safety excellence by overseeing occupational safety and health systems, regulatory compliance, and assurance mechanisms across the organization.

The successful candidate will act as the system owner for safety governance and fulfill statutory duties as a registered Safety & Health Officer (SHO), ensuring compliance with regulatory requirements and international standards.

Key Responsibilities

1. Statutory Duties as Safety & Health Officer (SHO)

  • Perform duties in accordance with OSHA 1994 and relevant regulations.
  • Advise management on occupational safety and health matters.
  • Liaise with regulatory authorities such as DOSH.
  • Support Safety & Health Committee initiatives and statutory programs.
  • Promote a safe and compliant workplace across the organization.

2. Safety Management Systems & Compliance

  • Own and maintain the Safety & Health Management System (HSE MS).
  • Ensure alignment with ISO 45001, regulatory requirements, and PTP/MMC/APMT standards.
  • Establish, review, and implement safety policies, procedures, and standards.
  • Monitor regulatory changes and ensure timely compliance.
  • Drive standardization of safety practices across all divisions.

3. Permit-to-Work (PTW) and Operational Safety Controls

  • Act as the system owner for operational safety controls, including Permit-to-Work systems.
  • Ensure effective implementation of contractor safety and workplace control mechanisms.
  • Strengthen safety governance and risk mitigation frameworks.

4. Audits, Inspections & Assurance

  • Plan and execute internal safety audits and inspections.
  • Support external audits by regulatory bodies, customers, and certification agencies.
  • Track and ensure closure of audit findings.
  • Enhance safety assurance mechanisms to prevent recurrence of incidents.

5. Data, Reporting & Analytics

  • Manage safety performance dashboards and reporting systems.
  • Ensure integrity, accuracy, and consistency of safety data.
  • Analyse trends and provide insights for management decision-making.
  • Serve as the single source of truth for safety performance reporting.

6. Continuous Improvement & Risk Management

  • Identify gaps in safety systems and governance.
  • Lead initiatives to enhance system effectiveness and compliance.
  • Support cross-functional teams in strengthening safety practices.
  • Foster a culture of continuous improvement and operational excellence.

Qualification & Experience

Bachelor's or Master's Degree in Engineering, Environmental Science, Chemical Science, Safety & Health, or a related discipline.

Experience

  • Minimum 5 years of HSE experience in industrial or consulting environments.
  • Experience in port, logistics, or heavy industries is an added advantage.
  • Strong knowledge of ISO 45001 implementation and regulatory compliance.
  • Experience engaging with regulatory authorities such as DOSH.
  • Proven track record in safety audits, compliance, and risk management.

Certifications (Preferred)

  • Registered Safety & Health Officer (Green Book).
  • ISO 45001 Lead Auditor or Internal Auditor.
  • NEBOSH or equivalent.
  • Confined Space and Work at Height certifications.
  • Train-the-Trainer (TTT).
  • Other relevant HSE certifications.
