About the job HR Manager (Qatari National)
The HR Manager will lead and oversee all human capital functions with a primary focus on talent acquisition and recruitment strategies for the organization. The ideal candidate will have deep experience in high-performance recruitment environments, preferably within the Oil & Gas sector, and the ability to support the organizations growth through effective sourcing, hiring, and workforce planning. This role requires a strategic HR professional with strong operational capabilities, excellent stakeholder management skills, and a solid understanding of Qatar's labor landscape and regulations.
Key Responsibilities
1. Recruitment & Talent Acquisition (Primary Focus)
- Develop and implement recruitment strategies aligned with the organizations manpower plans.
- Lead end-to-end recruitment cycles including job postings, screening, interviewing, selection, and onboarding.
- Build and manage talent pipelines for critical roles across the organization.
- Identify effective sourcing channels, including industry networks, universities, and professional associations.
- Work closely with department heads to ensure timely fulfillment of hiring needs.
- Implement recruitment KPIs and reporting mechanisms to track performance.
2. HR Operations & Employee Relations
- Oversee HR policies, procedures, and processes ensuring alignment with company objectives and Qatari labor laws.
- Act as a trusted advisor on employee relations matters, providing guidance and solutions.
- Ensure compliance with HR standards, audits, and regulatory requirements.
3. Performance Management & Development
- Support the implementation and monitoring of performance appraisal systems.
- Identify training needs and work with learning & development initiatives to enhance employee capabilities.
- Promote a culture of continuous improvement and high performance.
4. Compensation & Benefits
- Support compensation benchmarking and salary structures in coordination with Finance and senior leadership.
- Ensure timely and accurate execution of payroll-related processes.
5. HR Reporting & Analytics
- Prepare periodic HR dashboards and manpower reports for management.
- Utilize HR data to inform workforce planning and decision-making.
Qualifications & Requirements
- Qatari National, Male (required)
- Bachelors degree in Human Resources, Business Administration, or related field; Masters degree preferred.
- 10 to15 years of progressive HR experience, with at least 5 years in a managerial or senior HR role.
- Mandatory experience in Oil & Gas sector (e.g., QE or similar high-complexity environments).
- Strong expertise in recruitment and talent acquisition practices.
- Solid understanding of Qatar Labour Law and regulatory requirements.
- Excellent communication, negotiation, and stakeholder management skills.
- Proven ability to lead teams, manage confidential information, and handle complex HR challenges professionally.
