Commissioning Manager / Deputy Commissioning Manager – Oil & Gas
Location: Western Desert, Egypt (On-site)
Project Duration: 10–12 Months
Reporting To: Project Manager
Availability: Immediate start preferred
Role Purpose
To lead and support commissioning, start-up, and handover activities for oil & gas process facilities, ensuring safe, timely, and compliant delivery in line with project, HSE, and operational requirements.
Key Responsibilities
- Manage and execute pre-commissioning, commissioning, start-up, and performance testing activities.
- Ensure compliance with HSE standards, project specifications, and contractual requirements.
- Coordinate with Engineering, Construction, QA/QC, HSE, and Operations teams.
- Support system completion, commissioning schedules, and readiness for handover to Operations & Maintenance.
- Interface with clients, vendors, subcontractors, and internal stakeholders.
- Review and approve commissioning documentation (procedures, ITRs, OTPs).
- Monitor progress, risks, and constraints; contribute to recovery planning and reporting.
Deputy Commissioning Manager – Additional Responsibilities
- Support the Commissioning Manager in daily commissioning activities.
- Act as Commissioning Manager in their absence.
- Coordinate discipline-specific commissioning activities and manpower.
- Track commissioning progress and assist in reporting and recovery actions.
- Ensure alignment between construction completion and commissioning priorities.
Experience & Qualifications
Commissioning Manager
- Minimum 15 years of Oil & Gas industry experience.
- Proven experience as Commissioning Manager on at least two EPCC or production facility projects.
- Strong background in process plant commissioning, start-up, and O&M handover.
Deputy Commissioning Manager
- Minimum 10–12 years of relevant Oil & Gas commissioning experience.
- Experience as Deputy Commissioning Manager or Senior Commissioning Engineer on major projects.
- Solid exposure to pre-commissioning, commissioning, and start-up activities.
Technical Expertise (Both Roles)
- Pre-commissioning, commissioning, start-up, and O&M workflows.
- Process safety systems and systemized commissioning methodologies.
- Commissioning & completions management systems (e.g., CCMS, Maximo).
- Operations readiness and asset integrity management.
- Hands-on experience with compressors, turbines, and gas engines.
- Strong understanding of process and control systems.
Systems & Process Knowledge
- Project execution control and progress reporting.
- Permit to Work (PTW), PSAIM, Electrical Safety Rules, and PSSR processes.
- Document control systems and completion databases.
