Reports To: Plant Head / Operations Director / Corporate HSE
Role Overview
The HSE Head is responsible for developing, implementing, and managing all Health, Safety, and Environmental systems across the industrial facility. The role ensures compliance with local and international safety standards, drives a strong safety culture, minimizes risks, and ensures safe plant operations.
Key Responsibilities
1. Strategy & Compliance
- Develop and implement HSE policies, procedures, and programs in line with statutory regulations (OSHA, ISO 45001, ISO 14001, local legal requirements).
- Ensure 100% compliance with environmental, health, and safety legislation.
- Lead audits, risk assessments, and gap analyses across the plant.
2. Safety Management
- Plan and execute safety protocols, emergency response plans, and incident management procedures.
- Monitor and control hazardous operations (LOTO, work-at-height, confined space entry, hot work, machine guarding, etc.).
- Conduct regular site inspections, job safety analysis (JSA), and hazard identification (HAZID).
3. Incident & Risk Management
- Lead root cause analysis (RCA) for all incidents/accidents using methodologies like 5-Why, Fishbone, or TAPROOT.
- Drive corrective and preventive actions (CAPA) for continual risk reduction.
- Maintain risk registers and ensure risk mitigation measures are implemented.
4. Training & Culture Building
- Develop annual HSE training plans for all employees and contractors.
- Ensure skill development in areas like first-aid, firefighting, PPE usage, and equipment safety.
- Promote a strong safety culture through awareness campaigns, safety committees, toolbox talks, etc.
5. Environmental Management
- Manage waste disposal, pollution control, air/water quality monitoring, and environmental sustainability programs.
- Ensure compliance with environmental norms and manage reports to regulatory bodies.
- Lead initiatives for energy conservation and resource optimization.
6. Leadership & Reporting
- Lead the HSE team, contractors, and safety officers across the plant.
- Generate reports on safety KPIs: LTIR, near-miss frequency, audit scores, training completion, etc.
- Act as the key liaison with regulatory authorities, consultants, and corporate HSE teams.
Required Qualifications & Experience
- Bachelors degree in Engineering, Environmental Science, or related field.
- NEBOSH/IOSH/OSHA Certification (preferred: NEBOSH IGC).
- Minimum 812 years of HSE experience in factories/industrial environments.
- Strong knowledge of industrial safety systems, compliance, and emergency management.
- Experience managing large factory setups and contractor safety programs.
