Job Overview

A multinational Construction Consulting company is seeking a highly experienced Senior Physical Security Engineer to join our Project Management Consultant (PMC) team.

This role will be overseeing the Contractors security sub-consultant and participating in coordination and liaison with Police and Client Security teams and Monitoring Department (SMD) in our role as the Engineer.

This role will oversee the implementation of these security measures during the construction phase, conduct risk assessments, and coordinate with local law enforcement, client and Police transport security teams. Ideal candidates will have a background in physical security engineering, preferably in rail or metro projects, and experience as a transport police officer or similar security personnel is advantageous. UAE project experience and the ability to join quickly are highly desirable.

Roles and Responsibilities

  • Monitor the Metro Security Control Procedures.
  • Develop and enforce security policies, procedures, and protocols to safeguard project assets and personnel.
  • Responsible for the design and development of a Crisis Management and Resilience Framework.
  • Determine the efficiency of established procedures and make recommendations for improvements across the Metros security landscape.
  • Evaluate design aspects related to physical barriers, vehicle bollards, door locks, fences, and overall site security.
  • Ensures that physical security considerations are integrated into the overall project design and construction phases.
  • Oversee the implementation of physical security measures during the construction phase, ensuring adherence to approved designs and specifications.
  • Conduct regular site inspections and audits to verify the proper installation and functionality of physical security elements.
  • Conduct comprehensive security risk assessments and vulnerability analyses for the project sites.
  • Management of the contractors (D&B/O&M) security, surveillance, access control, intruder controls and installation standards across the metro network (both planned and existing) including all the relevant facilities.
  • Review and approve physical security designs and plans submitted by the D&B contractor, ensuring compliance with project specifications, client requirements, and industry standards.
  • Coordinate with the D&B contractor to resolve any issues or discrepancies related to physical security implementation.
  • Provide technical guidance and recommendations to the D&B contractor to address design deficiencies and enhance security measures.
  • Build and maintain relationships with external stakeholders such as the Ministry of Interior (MOI), Roads and Transport Authorities, Municipalities etc., ensuring coordinated security efforts across the Metro Network.
  • Liaise with local authorities, regulatory bodies, and other stakeholders to ensure coordinated security efforts.
  • Coordinate with local law enforcement to ensure effective security measures are in place.
  • Manage a small team of security specialists
  • Be the main point of contact for all security related matters of the Metro and any multimodal transport integrations of the transport development.
  • Perform administrative duties identified by the Program Director to support the development of the wider Project.
  • Collaborate with other project teams to ensure seamless integration of physical security measures with other project activities.
  • Provide training and support to project staff on security best practices and emergency response procedures as required.
  • Prepare and present regular progress reports, highlighting security review outcomes, risks, and next steps to project stakeholders and senior management.
  • Review and approve as required, the technical documentation, including design drawings, risk assessments, and as-built drawings related to physical security.
  • Maintain comprehensive records of all physical security activities and ensure proper documentation is available for future reference.

Qualifications and Educational Requirements:

  • Bachelor's degree in security management, Engineering, or a related field.

Knowledge and Experience:

  • Minimum of 10-12 years of experience in physical security engineering, preferably in rail or metro projects.
  • Any relevant licensing/certificates including or similar to Security Industry Regulatory Agency (SIRA) will be desirable.
  • Proven experience in implementing and managing large-scale design and build security systems integration projects preferably in the UAE.
  • Demonstrable knowledge of the safety and security environment, ideally gained through hands-on experience.
  • Strong knowledge of physical security systems, technologies, and best practices.
  • Must demonstrate strong management skills, organization, judgment, and problem-solving skills with proven ability to handle multiple, diverse tasks simultaneously.
  • Ability to work effectively in a fast-paced, dynamic environment.
  • UAE project experience and dealing with local authorities, police departments, traffic department is highly desirable.
  • Ability to join quickly is preferred.
  • Experience as a transport police officer or similar security personnel is advantageous.
