About the job General Manager Quality, Health, Safety, and Sustainability (QHSE)
Position Summary
The General Manager QHSE is a key executive leader, driving the companys performance toward operational excellence and sustainable growth.
This role oversees the full spectrum of Quality, Health & Safety, and Environmental functions across all terminals and Container handling, ensuring full compliance with Egyptian regulations, international maritime standards, and port authority requirements.
The role holder will design and execute the QHSE strategy to achieve the highest standards of operational safety, quality, efficiency, and innovation, embedding a Safety First Zero Harm culture across a dynamic and complex operational environment.
Key Responsibilities
Strategic Leadership & Development
Formulate and execute the QHSE vision and strategy aligned with corporate objectives.
Lead continuous improvement programs and integrate digital innovation into QHSE operations.
Develop emergency preparedness and crisis management plans to ensure business continuity.
Quality Management
Establish and maintain ISO 9001-based Quality Management Systems and drive continuous
improvement initiatives.
Monitor service quality KPIs including compliance rates, customer satisfaction, and complaint
resolution.
Health & Safety Management
Review, develop, and implement HSE management systems in compliance with ISO 45001 and best
practices.
Consult with senior managers and provide independent technical advice on HSE obligations, keeping
staff updated with new legislation and codes of practice.
Develop and drive the workplace safety audit plan across all sites, ensuring corrective and preventive
actions are implemented.
Conduct accident data audits, analyze trends, and propose remedial action where necessary.
Undertake regular safety inspections with H&S representatives and committees.
Ensure incident reporting, investigation, and closure via APM Terminal platform.
Environmental & Sustainability Leadership
Implement environmental stewardship and sustainability programs in line with ISO 14001 and green
port standards.
Promote integration of environmental management systems and sustainability considerations into
operations, procurement, and services.
Drive initiatives to reduce emissions, manage waste, and optimize energy efficiency.
Training & Development
Take ownership of the HSSE skill matrix, ensuring competence development across all levels.
Provide or source HSE training tailored to operational risks and industry best practices.
Promote awareness campaigns and embed a proactive safety and sustainability culture.
Compliance & Risk Management
Ensure full compliance with Egyptian laws, IMO regulations, and international codes of practice.
Prepare reports to legal authorities where required (injuries, disasters, dangerous occurrences).
Conduct risk assessments and lead mitigation programs across sites.
Fire Safety & Emergency Preparedness
Ensure implementation of fire and evacuation procedures across all terminals.
Monitor their effectiveness through planned drills and continuous evaluation.
Liaison & External Engagement
Liaise with external organizations, regulatory authorities, and auditors to ensure compliance and
cooperative action on remedial measures.
Represent the company in QHSE matters with government bodies, international organizations, and
community stakeholders.
Qualifications & Experience
Bachelors degree in engineering (Mechanical, Power, Production, Quality) or a related field.
MBA preferred.
Professional certifications such as OSHA, NEBOSH, Six Sigma/Lean Six Sigma, or equivalent is a
must.
Minimum 13 years of experience, including at least 5 years in a senior QHSE leadership role within
ports, shipping, or heavy industry. (Terminals or Container Handling Industry is highly preferred)
Proven experience in managing multi-site teams and leading performance improvement initiatives.
Excellent command of English (spoken and written).
Key Performance Indicators (KPIs)
Total Recordable Incident Rate (TRIR) / Quality compliance rate / Emergency response time for critical
incidents / On-time completion of environmental projects / Internal and external stakeholder
satisfaction score / Major Incidents Count.
