Senior Developer

 Job Description:

This position is hybrid with onsite requirements in the Harrisburg, PA office occurring on an occasional basis. 

This role is a long-term contract opportunity! This position is working within the State of PA.

Specific Duties:

All work products would meet industry, Apple and Android, best practices and standards and as further defined by the Commonwealth of PAs Office of Administration Office of Information Technology and the Enterprise Architecture and Service Management team. Most work for design and development will leverage applications hosted on a standardized platform of Azure Cloud. Some work may leverage JBoss virtual server technology.

Specific activities to support this work include analyzing and documenting technical requirements, producing solution prototypes, and participating in technology selection. This position is responsible for communicating project constraints including, risks, time, resources, and scope to project management. This team lead position is responsible for mentoring all levels of applications developers in the design, development, assembly, testing, and deployment of highly complex software systems used to support enterprise products and services.

The ideal candidate would have experience in DevSecOps practices with a focus on reduced total cost of ownership and future ease of maintenance. Key deliverables will be solutions that meet customer requirements for security, accessibility, and functionality.

  • Propose comprehensive solutions based on business and technical requirements.
  • Collaborate in architecture, design and development of user interface, service tier and data tier components.
  • Lead design and development of backend systems for use by mobile applications and mobile aligned browser-based applications.
  • Design and create database schemas to be implemented in a range of database platforms, including DB2 and Oracle.
  • Develop code deliverables utilizing standard coding languages: Java, JavaScript, HTML5, CSS3, JSON, XML, JDBC, SQL.
  • Deliver web service and application solutions to be deployed via standard server instances, such as JBoss, and microservices architecture hosted on Azure.
  • Support product deployment and product validation activities.
  • Utilize the standard SDLC process standards as defined by the development team.
  • Provide estimates to support project planning and product timelines.
  • Mentor team members on agency specific and industry best practices for processes and standards.
  • Perform code reviews.
  • Participate and provide feedback in meetings, including daily standup meetings.


The Front-End Developer ensures compliance with digital accessibility regulations and requirements by performing the following duties and responsibilities:

  • Build digital products with accessibility in mind.
  • Incorporate accessibility features into digital content and resources.
  • Partner with colleagues and team members to prioritize accessibility in digital content and resources.

Skills and Experience:

Required 8+ years

  • Experience with object-oriented development.
  • Experience with J2EE applications development.
  • Experience with relational database development.

Required 5+ years

  • Experience in web service design & development (SOAP/XML and REST/JSON) for enterprise.
  • Experience in JavaScript, HTML5, CSS3, Angular, React.
  • Experience with Cloud, specifically development, deployment, and management of Docker containers.
  • Experience in DevOps products, specifically Azure DevOps.
  • Experience developing web services, especially secured web services and web services with attachments.


Required 3+ years

  • Experience with various authentication protocols.


Qualifications

Applicants are required to have these qualifications:

  • Knowledge of digital accessibility and disability inclusion.
  • Knowledge of regulations related to digital accessibility (e.g., Section 508, ADA).
  • Knowledge of WCAG 2.1 AA requirements.
  • Experience designing for platform technologies (e.g., HTML, CSS, JavaScript, iOS, Android).
  • Experience applying WAI-ARIA authoring guidelines and best practices.
  • Experience optimizing for the accessibility features of the platform (HTML, iOS, Android).
  • Experience developing digital products that comply with accessibility standards.


Applicants with the following qualifications will be preferred:

  • Experience incorporating accessibility tests into the development process.
  • Experience building digital products where compliance with accessibility standards is part of "definition of done".
