Role Overview

Manage critical operations for Common Services Provider and Common Payment Gateway systems (SII systems) supporting 10+ MOM eServices with downstream impact management, while executing standard project management practices.

Key Responsibilities

  1. Critical Systems Operations:
  2. Standard Project Management:
  1. Oversee day-to-day operations and vendor management for critical systems
  2. Plan and execute project budgets and service requests
  3. Coordinate audits, compliance, and security remediation activities
  4. Manage AWS/GCC resources and infrastructure hosting
  5. Liaise with external vendors maintaining the systems to ensure delivery of Change Requests are on time and of quality
  6. Ensure business continuity for internet-facing eServices without any unplanned downtime out of maintenance period
  1. Develop and maintain project plans, schedules, and resource allocation
  2. Lead cross-functional project teams and stakeholder management
  3. Conduct risk assessment, mitigation planning, and issue resolution
  4. Facilitate project meetings, reviews, and governance processes
  5. Prepare project status reports and executive dashboards
  6. Manage project scope, timeline, budget, and quality deliverables
  7. Coordinate user acceptance testing and system deployment activities
  8. Ensure adherence to project management methodologies (Agile/Waterfall)

Required Skills & Experience

  1. 5+ years project management experience in government/public sector
  2. Proven experience managing critical government systems operations
  3. In-depth knowledge of Government IM8 policies and compliance frameworks
  4. Experience with AWS or GCC cloud infrastructure management
  5. Background in managing internet-facing eServices
  6. Experience with government digital transformation initiatives
  7. Experience with authentication gateway integration, such as Active Directory and Singpass/Corppass
  8. Experience with payment gateway integration solutions (e.g. integrate with banks for various payment methods such as GIRO, PayNow etc)
  9. Experience with Financial Institutes or payment gateways (e.g. DBS, Stripe)
  1. PMP, CITPM, or equivalent project management certification preferred
  2. Strong stakeholder management and communication skills
  3. Experience with contract management and procurement
  4. Proven track record in budget management and resource planning
  5. Risk management and change management expertise
  1. Strong vendor management and contract oversight capabilities
  2. Security-focused mindset with remediation experience
  3. Independent worker with strong self-help and research skills
  4. Excellent leadership and team coordination abilities
  5. Strong analytical and problem-solving skills
