About the job Project Manager
Role:
Undertake project management for the Tablelands Regional Council to deliver water and wastewater capital projects. Projects involve reservoirs and sewage reticulation upgrades.
Key Deliverables:
- Tender documentation and contracts ready for issuance.
- Evaluation report and tender recommendations.
- Signed contract documents for all parties.
- Monthly progress reports and meeting minutes.
- Technical audit and inspection reports.
- Request for Quotations (Generic)
- Commissioning and testing verification reports.
- Updated records for Councils asset management system
Responsibilities:
Tendering and Contract Preparation
- Develop tender documentation and contracts
- Manage the tender process, including responding to queries and RFIs during the tendering phase. Assess tenders, prepare recommendations, and draft evaluation reports
- Issue letters of success or unsuccessful to tenderers.
- Prepare contract documents for execution by the Contractor and Principal, and compile complete sets for the Contractor, Principal, and Superintendents representative.
Project Management / Superintendent Duties
- Act as Project Manager, Owners Engineer, Superintendents Representative, and Contract Administrator for the duration of the contract, up to the issue of the Certificate of Practical Completion.
- While the Defects Liability Period is excluded from this scope, the Consultant shall conduct and document a final inspection at Practical Completion, prepare a defects punch list, and ensure all as-built documentation and warranties are handed over to TRC for ongoing DLP management.
- Oversee the implementation of the Approvals Management Plan by the Contractor and ensure all necessary permits and approvals are granted before construction works commence.
- Review the Construction Environmental Management Plan (CEMP) and other project plans to ensure they address all statutory approvals and align with TRCs Environmental Checklist.
- Conduct technical auditing inspections on site, including reviewing shop drawings, concrete mix designs, and other technical documents.
- Liaise with the Contractor and Council team to approve milestones, coordinate community notifications, and address project-related queries.
- Attend monthly on-site progress meetings with the Contractor and TRC project team.
- Review and manage provisional sums/quantity items nominated in the contract.
- Assess material testing results and compliance reports, liaise with the Contractor if results do not conform to specifications.
- Attend major commissioning and testing activities to verify procedures and results.
- Coordinate decommissioning activities with the Council Project Team.
- Facilitate any required connection works to the existing water network in collaboration with the Contractor and Council Project Team.
- Coordinate asset updates in Councils asset management system.
Compliance and Safety
- Ensure the Contractor complies with all permits, approvals, and statutory requirements.
- Provide guidance on safety, environmental, and quality compliance as per TRC policies.
- The Contractor is responsible for providing any Form 16 and securing relevant building approvals.
Reporting
- Provide regular written reports to the Council on project progress, issues, risks, and recommendations.
- Maintain a comprehensive record of correspondence, site inspections, and approvals.
Qualifications / Experience:
- At least 5 years experience in a project manager role within water and/or wastewater projects
- Formal qualification in project management, mechanical engineering or construction
- Experience leading projects up to 5 - 10 million AUD.
- Good understanding on commercial, cost control and reporting requirements for project compliance, specifically contracts (design & construct)
- Ability to work with an agile team
- A commitment to safety, governance and continuous improvement
- Experience managing construction teams and multi-discipline subcontractor teams
- Excellent communication and interpersonal skills
- Experience working with and leading multicultural teams
