Minimum Qualification and Experience:

Education:

  • University degree in Civil/Environmental Engineering, Water Resources Management, Public Health or related WASH field.

Experience:

  • At least 5 years of relevant professional experience in WASH project implementation, emergency response, or humanitarian coordination
  • Experience in survey and design of WASH infrastructure is essential
  • Experience working with the UN, NGOs, or government counterparts in humanitarian settings is preferred.

Skills and Competencies:

  • Strong knowledge of WASH sector standards and practices.
  • Proficiency in MS Office, Water Gen, Civil 3d, and GIS tools are an asset.
  • Good coordination, communication and interpersonal skills
  • Strong report writing and analytical skills
  • Fluency in local language, with working knowledge of English

Supervision and Work Arrangements:

  • The WASH Officer-Facilitator will be directly supervised by Client's WASH Program Officer in the West Region
  • The WASH Officer-Facilitator will coordinate closely with other field staff, partners, and relevant sectoral departments.
  • Travel to project locations, including hard to reach areas.

Key Responsibilities:

Humanitarian WASH Response:

  • Support the implementation and monitoring of emergency WASH interventions in IDP sites, returnee transit centres and host communities.
  • Conduct regular field visits to monitor WASH facilities and services and provide recommendations for improvements.
  • Participate in needs assessments and rapid WASH evaluations to identify critical gaps.
  • Support the implementation of contingency plans in response to sudden-onset emergencies or displacement events.

WASH Cluster Coordination Support:

  • Assist the WASH Officer in facilitating and documenting WASH Cluster meetings and field coordination with partners.
  • Track partner presence, activity mapping and 3W, 5Ws in the region.
  • Follow up on action points agreed in coordination meetings with partners.
  • Compile and share field-level updates, including constraints and success stories, to feed into regional and national coordination mechanisms.

Technical Support for WASH Infrastructure:

  • Provide field-level support in conducting feasibility studies, site assessments, and technical surveys for WASH infrastructure projects (water supply and sanitation infrastructure).
  • Support the design and preparation of BoQs, drawings, and specifications in coordination with engineers and implementing partners.
  • Assist in the review and quality assurance of ongoing WASH infrastructure works
  • Support data collection and documentation of construction progress, issues, and lessons learns.

Coordination with Technical Extenders and Authorities:

  • Work closely with other UNICEF technical extenders to ensure effective implementation of WASH services.
  • Coordinate and liaise with relevant sectoral departments (DoRR, DoPH and PRRD) and other humanitarian actors.
  • Support the alignment of interventions with national WASH standards and guidelines.

Reports to be submitted and frequency:

  • Weekly updates to the WASH Officer
  • Consolidated monthly report
