BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In February 2020, Client established a partnership with Pakistans largest social safety net, the Benazir Income Support Programme (BISP) Client. Since then, Client has been implementing the countrys most extensive nutrition-sensitive, conditional cash transfer programme – the Benazir Nashonuma Programme (BNP). This programme adopts a multisectoral approach to address the complex issue of malnutrition in Pakistan with a focus on stunting reduction in children under two years of age, amongst the poorest households. As of February 2026, nearly 4.2 million pregnant and breastfeeding mothers and children under two years of age have been supported through the programme. Currently, the programme is being operated in 550 facilitation centers across Pakistan.
The BNPs success greatly depends on meaningful community mobilization, with a particular focus on adolescent and women. At present, our PMU lacks dedicated capacity to mobilize the youth groups and community. The Youth Engagement Officer position will mobilize youth groups and communities, supporting youth-centered outreach and facilitating community-based programmes. The position will also support donor compliance and reporting requirements through accurate data collection and documentation.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Engage with communities, schools, and local organizations to promote youth participation in health- related initiatives.
- Collect and maintain project data, including participation records, training attendance, and activity reports.
- Support implementation of the Female Nutrition Programme under BISP, focusing on youth and womens participation.
- Engage with beneficiary women and youth groups to promote nutrition awareness, health-seeking behavior, and empowerment.
- Assist in planning and coordinating nutrition awareness campaigns, workshops, and training sessions for women beneficiaries and youth facilitators.
- Monitor programme activities through field visits, data collection, and reporting to ensure transparency and accountability.
- Contribute to preparation of donor reports, ensuring accuracy of programme data and related activities.
- Train and orient local partners and field teams on project requirements, compliance, and reporting related to youth engagement on nutrition programme.
- Work closely with BISP officials and implementing partners to resolve operational challenges and strengthen programme delivery.
- Any other task in line with the position level and expertise.
DELIVERABLES AT THE END OF THE CONTRACT:
Strengthened and Functional Women and Youth Groups: Womens and youth groups are actively engaged, better organized, and demonstrate improved coordination in health and nutrition-related activities.
Improved Community Participation and Awareness: Communities, women and youth groups are more involved in promoting local participation in health and nutrition.
Reliable Systems for Monitoring and Reporting: project data (attendance, participation, activities) is systematically collected and maintained, while donor reporting is accurate, timely, and aligned with programme goals.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University Degree in Economics, Social Science or similar field
Experience:
One year post graduate relevant professional experience with Master's degree or three years post graduate relevant professional experience with first level university degree. Experience in community engagement, program implementation and reporting. Firsthand experience with Pakistan government and United Nations Agencies constitutes an advantage.
Knowledge & Skills:
Health and Nutrition knowledge and expertise. Direct knowledge of the local context of Pakistan, in terms of local communities engagement and youth participation.
Financial and programme monitoring expertise (SAP, ATLAS, VISION).
Strong community engagement and facilitation skills (particularly with women and youth).
Languages:
Proficiency in English and Urdu is required.
