BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Client has been extending technical assistance to the Government of Pakistan in implementing nutrition programmes at both national and provincial levels. To support a large-scale initiative, the Enterprise Dashboard Developer is required to provide dedicated and timely technical support. The role is pivotal in ensuring smooth programme operations and in the development of a centralized administrative portal to facilitate informed decision-making.

The Developer will be responsible for the design and development of software applications to support daily operations, including seamless data exchange with internal and external stakeholders. The professional will be seconded to a government office, working within the Project Management Unit (PMU), and will report operationally to the Head of PMU and technically to the IT Solution Developer Team Lead (PMU).

ACCOUNTABILITY / RESPONSIBILITY:

By the end of the contract period, the Developer will be accountable for completing, but not limited to, the following:

  1. Pre-Development Documentation (endorsed by PMU, ISU, and SO2):
  • Requirement documentation finalized with all relevant stakeholders. Minor adjustments may be accommodated during the development phase.
  • System design documentation and business process maps.
  • API documentation (if applicable).
  • Data flow diagrams (DFDs), wireframes/mockups, and other necessary documentation.

2- Dashboard Design, Development, and Deployment

  • Developed and deployed dashboards with dynamic filters, role-based user access, and multi-layer navigation based on stakeholder needs.
  • Customized visuals (charts, graphs, tables, etc.) for various stakeholders, including geographical mapping and operational/management reports.
  • Created an aesthetically appealing, adaptive UI/UX for desktop, tablet, and mobile platforms.
  • Designed interactive admin portals and dashboards optimized for performance and multi-user access.
3-Modular and Scalable Components:

Developed scalable components allowing future enhancements.

Modules included:

  • Interactive Admin Portal.
  • Role-based User Management (Admin, HQ, Provincial, District).
  • Field User Management: Activation/Deactivation, Area Change, Device Binding/Unbinding, Password Reset.
  • Target Generation Module (Field Users).
  • Dynamic Dashboards and Reporting Tools.
  • Additional modules as required

4- Data Integration and Performance Optimization

  • Integrated dashboards with SQL-based (Oracle/MySQL) databases for efficient data handling.
  • Developed and maintained ETL processes for seamless data flow.
  • Ensured optimal performance of queries and efficient data retrieval.

5-Security and Governance:

  •   Embedded robust security, including authentication, access  
  • control, and adherence to data governance standards
  • Ensured compliance with organizational policies

6-Testing and Issue Resolution:

  • Conducted end-to-end testing for data accuracy, functionality, and design consistency.
  • Identified and resolved bugs, data inconsistencies, and visualization issues.

7-Stakeholder Collaboration and Feedback:

  • Collaborated closely with Software/Database Developers, the database administration team, and stakeholders to ensure technical alignment and functional delivery.
  • Participated in coordination meetings with relevant teams for alignment and feedback integration.

8-User Enablement and Documentation

  • Developed comprehensive user manuals, FAQs, training materials, and fact sheets.
  • Delivered hands-on training sessions to government staff and partner organizations.
  • Enabled location-based filtering and trend analysis functionalities.

9- Support Functions:

  • Supported audit, compliance, and reporting functions with timely and accurate visual outputs.
  • Addressed emergent reporting requirements with rapid visualization deployment.
  • Performed other relevant duties as assigned by the supervisor.

10-Post-Development Documentation and Handover

  •  Provided complete source code with knowledge transfer.
  • Delivered finalized user manuals, training content, and all other required technical documentation.
  • Ensured adherence to standard documentation formats throughout the assignment.

QUALIFICATIONS & EXPERIENCE

Education:

Minimum of a Master's degree in Computer Science, Data Science, Information Systems, or a related field from a recognized institution.

Experience

  • Minimum of 7 years of proven experience in dashboard and portal development, with a focus on .NET technologies.
  • Demonstrated expertise in developing custom admin/user portals integrated with relational databases such as Oracle and MySQL.
  • Strong background in handling role-based access controls, permissions, and user hierarchies in multi-stakeholder environments.
  • Familiarity with handling government and/or Social Protection data systems is desirable.

Knowledge/Skills

Demonstrated expertise in developing custom, interactive dashboards using .NET, with a strong understanding of layout design, user interactivity, and core dashboard development principles. The required areas of expertise include, but are not limited to, the following:

  • .NET 8 Core (ASP.NET Core MVC / Razor Pages)

Razor Syntax and Tag Helpers

Oracle Database expertise (PL/SQL, performance tuning, EF Core / Dapper)

  • Mapping technologies including Google Maps API (maps, markers, geo- location, overlays) and ArcGIS
  • Charts and data visualization libraries (e.g., Chart.js, Highcharts, Syncfusion, DevExpress)

Real-time data handling using SignalR and/or WebSockets

RESTful APIs and JSON-based integrations

  • Authentication and security mechanisms (JWT, OAuth, role-based access control)
  • Deployment and DevOps capabilities (IIS, Docker, CI/CD pipelines, cloud or on-premises hosting)
  • Sound understanding of OLAP and OLTP systems, with experience in data modeling, normalization, and de-normalization techniques for reporting and performance optimization.
  • Ability to integrate data from diverse sources and implement geospatial visualization using tools like Easy GIS .NET and Leaflet.
  • Strong collaboration, adaptability, and problem-solving skills in dynamic technical environments.
  • Excellent interpersonal skills and the ability to work as part of a team.

WORK COMPLETION

Release of remuneration is contingent upon successful completion and verification of deliverables, as outlined below:

  • The developer shall submit a formal work completion note/report to the designated supervisor.
  • A separate work completion certificate for each deliverable must be issued, duly endorsed by all relevant members.

Work Completion Committee:

Following endorsements by the technical and operational supervisors, the end user shall provide their validation. Final sign-off will be granted by the CO-IMO, confirming adherence to all required processes. This verification process shall be completed prior to the release of each payment.
