Duties & Responsibilities:
Learning and Development
Design: Builds learner-centered solutions for programs that target specific knowledge, skills and behaviors, aligned with the PSACC Academys learning philosophy and standards. Designs ensure that learning is achieved and reinforced in accordance industry standard.
Delivery:
- Learner Engagement. Delivers learning solutions through a variety of industry benchmarked techniques, integrating both synchronous and asynchronous methodologies.
- Platform skills. Well-honed presentation skills; easily switches between different trainer modes as required by the sessions subject matter.
Evaluation:
- Session Data. Responsible for providing up-to-date and accurate session and facilitator data for the Program.
- Continuous Improvement. Ensures relevance of learning library content through periodically scheduled checks; updates content and methodologies as necessary.
Subject Matter Expert.
- MARINA Circular. Perform the duties and responsibilities of CTO as stipulated in Section V Specific Provisions, Item No. 11 of MARINA Memo Circular No. Sc-2022-01
- Industry Standard. Maintain awareness of industry standards and best practice; work with Ship Operations and Technical Service to identify training & Development needs and performance gaps and develop training solutions
- Onboard Drills. Member of the shore- based team jointly with Port Captain and Quality and Safety to conduct emergency drill exercises onboard in accordance with SMS.
Cadet and Program Management
- Documentation. Ensure completion of required documents, from mandatory requirements to post training requirements of Cadets and Scholars
- Selection. Responsible on selecting, acceptance and scheduling of deployment and turn-over of cadets onboard company ships.
- STCW Trainings. Endorse scholars to accredited training providers for review and STCW trainings for the upgrading of license
- Pipelining. Monitor movement of Cadets and Scholars in time for proper deployment and endorsement to Crewing in time for the vessel need
Project Management
Seamlessly manages assigned tasks from concept to completion, with sustained rigor in handling details, time-sensitive results, finite resources, stakeholders at various levels, and established SOPs.
- Ability to plan and organize deliverables with a forward-thinking outlook.
- Manages day-to-day activities of PSACCs Professional Development Program, such as scheduling, coordination, resources, logistics, and all other tasks assigned.
Continuous Improvement
- Champions Innovation. A tech native who seeks out, adopts, and incorporates technology into designs and delivery.
- Program Enhancements. Stays up-to-date with trends and best practices from the industry and related fields.
Qualifications:
- Bachelor's Degree in Marine Transportation, Marine Engineering or related fields.
- IMO Model Course 6.09 or Certification from training organizations / institutions
- Experience in managing Cadet Program and other Development Programs for Officers
- Familiarity MARINA circular and requirements
- At least 3 to 5 years experience in driving professional development learning solutions, from design to delivery, evaluation and continuous enhancement.
- Excellent business communication skills. Ability to communicate across varying levels and roles within the organization.
- Demonstrated experience in project management with various scales
- Design expertise: At least 3-5yrs. experience as research-oriented instructional designer
- Well-versed in learner-centered principles, design processes, and various design methodologies. Has gained this expertise through actual experience
- Familiar with and comfortable in speaking in industry terms.
- Exceptional training delivery skills (synchronous, asynchronous and blended) as integral part of core responsibilities.
- Technology savvy well-versed with and incorporates technology (ec. Online tools, AI, etc.) in learning methodology.
- Ability to work independently, as well as within a team.
- Accountability. Demonstrates strong sense of ownership for assigned program and its corresponding initiatives, through its success and challenges.
- Customer-centric. Builds and sustains strong customer and stakeholder relationships, balancing learner needs and available interventions.
