*Note: This position is pending award and selection therefore is contingent in nature. This effort is estimated to be awarded mid-August with start dates ranging from mid-September to early October.
RCS is seeking an authoritative, results-driven Senior Project Manager to serve as the principal project management oversight lead for the Department of the Treasury's TCloud program. Acting as the eyes and ears for government leads, this individual will provide critical independent insight, robust executive-level reporting, and direct recommendations on project prioritization and strategic alignment. The Senior Project Manager will play a pivotal role in holding the TCloud vendor/integrator accountable, ensuring disciplined and transparent application of project management practices, and championing the governments interests at all times.
This position requires the candidate to meet specific Security Clearance obligations (Public Trust) to work onsite in Washington, DC. Relocation assistance is not available.
What you will do:
- Executive Reporting & Strategic Communication
- Executive Reporting: Prepare and deliver concise, actionable executive-level reports, dashboards, and presentations that provide real-time status, risk profiles, program accomplishments, and challenges, tailored for government leadership and key stakeholders.
- Insightful Briefings: Synthesize complex project and operational data into clear, relevant briefings for decision-makers; distinguish between signal and noise on project status and emerging issues.
- Continuous Stakeholder Engagement: Maintain trusted, responsive relationships with Treasury leadership serving as a direct extension of government priorities and providing independent validation of information presented by the vendor/integrator and third parties.
- Project Oversight & Vendor Accountability
- Project Prioritization Support: Rigorously evaluate project proposals, timelines, and resource allocations. Proactively recommend prioritization changes to maximize value, ensure alignment with Treasury strategic objectives, and optimize delivery outcomes.
- Enforcement of PM Best Practices: Provide the leadership and expertise necessary for the integrator/vendor to consistently apply sound project management principles. Require clear work breakdown structures, milestone definitions, risk/issue escalation, objective status reporting, and schedule integrity.
- Requirements Validation: Confirm that all activities, deliverables, and priorities support documented government requirements, missions, and objectives.
- Performance Audit & Quality Assurance: Continuously monitor project health, identifying deficiencies in project management discipline. Provide authoritative assessment of the vendor/integrator PMs adherence to contract requirements and industry best practices.
- Leadership & Change Driver
- Advocate for the Governments Mission: Act as the authoritative voice ensuring Treasury's interests are always front and center during planning, execution, and review activities.
- Proactive Issue and Risk Management: Identify emerging issues, blockers, and risks early; lead cross-functional problem-solving; drive accountability and track mitigation through resolution.
- Change Control & Action Tracking: Track project changes, action items, and decisions; ensure all modifications align with mission intent and are communicated to all affected parties.
Required Qualifications/Education:
- Clearance: Active Public Trust Tier4 security clearance or the ability to obtain, particularly within the Department of the Treasury. Treasury badge strongly preferred.
- Bachelors Degree in Project Management, Business, Information Technology, or related field (advanced degree preferred).
- Minimum of 10 years of hands-on project management experience, including at least five years in a lead or oversight role supporting federal or large-scale government IT programs.
- Active Project Management Professional (PMP), or equivalent certification.
- Demonstrated ability to implement disciplined project management within a vendor/integrator environment, effectively drive accountability, and encourage adherence to best practices.
- Superior executive-level communication and reporting capabilityboth written and verbal with experience briefing SES-level or C-suite executives.
- Extensive experience with requirements validation, schedule and deliverable tracking, risk and issue management, and enforcement of PM best practices.
- Strong stakeholder engagement and relationship management skills.
- U.S. Citizenship and ability to obtain/maintain required federal security clearances.
