About the Role:
Seeking a full-time Draw & Development Manager to support the day-to-day financial and operational needs for the client — a 39-unit HOME-funded residential development in Birmingham, Alabama. Reporting directly to the CFO, this person will be embedded in the project from financial close through final unit sale. This is a full-time, hands-on role that goes beyond draw management. You will support the development team on coordination tasks, assist the construction team with documentation and follow-up, and handle all administrative needs tied to the project. One person, fully dedicated, across every function the project requires.
What You will Do
Draw Management
- Own the full monthly construction draw cycle from package preparation through submission and disbursement tracking
- Prepare complete draw packages each month including: Owner's sworn statement, sources and uses statement, contractor's sworn statement, G702/G703 documents, signed change orders, check request schedule, and all invoice backup
- Submit draws in the format required by the City of Birmingham Development Office — 4 weeks advance notice required per the Development Agreement
- Maintain a detailed project cost ledger tracking all costs by vendor, invoice number, date, and transaction from closing through completion
- Create and maintain a contingency fund schedule tracking proposed usage, approved amounts, and approval dates
- Track the 10% retainage withheld on all construction draws and reconcile against disbursements monthly
- Prepare the closing draw package including pre-closing cost schedule, closing sources and uses, and closing payee instructions
- Flag any draw discrepancies, budget overruns, or timeline concerns to the CFO immediately
Davis-Bacon & Prevailing Wage Compliance
- Collect and review weekly certified payroll reports from the GC and all subcontractors — required with every draw submission
- Verify that all laborers and mechanics are being paid at or above DOL prevailing wage rates applicable to Jefferson County, Alabama
- Maintain certified payroll records in audit-ready condition — the company bears full liability for any violations
- Flag any payroll discrepancies or missing submissions to the CFO immediately
- Support Section 3 reporting — documentation of employment of low-income persons and Section 3 businesses
Lender & City Communications
- Serve as the primary day-to-day contact with the City of Birmingham Development Office and the construction lender on all draw-related matters
- Coordinate the project kick-off meeting with the lender, title company, and applicable stakeholders
- Review all closing documents to identify draw requirements, funding source conditions, and milestone requirements
- Schedule and prepare for lender site inspections — ensure documentation and the site are ready
- Respond to lender and City document requests promptly and track all outstanding deliverables
Reporting & Compliance Calendar
- Own the project compliance calendar — every deadline must be calendared and met without exception
- Prepare and submit monthly progress reports to the City Development Office by the 15th of each month
- Prepare and submit the annual performance report by August 31 each year
- Support preparation of per-unit cost certifications required at each homebuyer closing
- Track and maintain affirmative marketing documentation and homebuyer application packages per unit
- Maintain all project records per Section XIII of the Development Agreement — 5-year retention requirement post-completion
Development & Construction Team Support
- Support the development team with coordination tasks, scheduling, and documentation as needed throughout the project lifecycle
- Assist the construction team with documentation, subcontractor follow-up, and milestone tracking
- Track Certificate of Occupancy status by unit and coordinate with the construction team on completion timelines
- Coordinate with the construction team on work completion milestones tied to draw submissions
- Handle all administrative tasks tied to the project — vendor correspondence, scheduling, file management, and internal coordination
- Maintain organized digital project files — draws, payrolls, compliance docs, lender correspondence, and construction documentation
- Provide weekly status updates to the CFO on draw pipeline, outstanding items, and compliance calendar
What Success Looks Like:
- Every monthly draw is submitted on time with complete documentation — zero missed deadlines
- Certified payrolls are collected, reviewed, and filed before each draw package goes out
- The project cost ledger is current, accurate, and audit-ready at all times
- Monthly and annual City reports are submitted by the 15th and August 31 — every time
- The CFO and development team are never surprised — issues are flagged early
- The construction team has a reliable point of contact for documentation and coordination needs
- Davis-Bacon compliance is airtight and ready for any audit
What We Are Looking For
- 3+ years in construction draw management, real estate finance, development coordination, or a related field
- Experience with government-funded projects — HOME, CDBG, HUD, or similar programs strongly preferred
- Working knowledge of draw packages: G702/G703, sworn statements, sources and uses
- Understanding of Davis-Bacon Act prevailing wage requirements and certified payroll compliance
- Strong organizational skills and attention to detail — nothing falls through the cracks
- Strong written and verbal communication skills — you will interface with lenders, the City of Birmingham, and the construction team regularly
- Ability to manage multiple priorities simultaneously and work independently with minimal direction
- US East Coast business hours availability — the project is in Alabama and all City and lender communications run on ET
- Proficiency in Excel and document management; construction or draw management software experience a plus
